The Internal Operations Committee reviews appointments to the two At Large seats. At its May 2, 2006 meeting, the Internal Operations Committee reviewed and approved the Commission's nomination to appoint Ms. Michael to the Commission. It is the hope of the Commission that the Internal Operations Committee will approve this recommendation and forward the name of Ms. Michael to the Board of Supervisors for appointment to the Arts and Culture Commission. As directed in the Internal Operations Committee memoranda of October 12, 1999 and October 27, 1999, I am summarizing the following recruitment action undertaken by our Commission: 1. At the direction of the Commission,the Executive Committee reviewed the applications of three candidates and recommended two for interview. If you wish you may attach your resume. �' '5c.i{1�j2 -- F .- T Sarah Michael 1521 Rancho View Dr. Lafayette, CA 94549 (925) 938-9288 Sarah@holonet.net Sarah Michael received her Bachelor of Music degree in music history from San Francisco State University in 1976, and her M.A. in Composition from Mills College in Oakland, California in 1994. During the 1970s she was an active performer of Medieval, Renaissance and Baroque music on the viola da gamba and other historical stringed instruments in the San Francisco Bay Area. She performed in many chamber ensembles, produced many concerts of chamber music, and played at hundreds of weddings and parties. Despite some very hard work and a reasonable degree of talent, it proved impossible to earn a living as a viola da gambist, so Ms. Michael attended a private training course in comp uter programing in hopes of finding gainful employment. During the 1980s, she had a fairly sucessful career as a computer programmer, project manager, and manager-of-project-managers. Ms. Michael was employed by EDS, Wells Fargo Bank, General Electric Consulting, Tesseract, and the Crowley Maritime Corporation. Her work wag mainly on funds transfer, clearing house, and payroll applications, which are actually more interesting than they sound. The skills she had acquired as a self-produing musician were immediately transferable to managing programming projects. In 1990, when her son was re Idy to start school, Ms. Michael, her husband Mathew Bakulich, and son Niko moved from San Francisco to Lafayette, and she retired from her programming (then management) career. After a very short interval of domestic isolation, she returned to school to work on an MA in composition, and became active as a composer. She continued her interest in iearly instruments by writing contemporary music for them. Her works were mainly for chamber ensemble and voice, and have had numerous performances both locally and in odd corners of the world, particularly her works for early instruments. Ms.Michael created several(works to accompany modern dance, and has worked with a number of choreographers in the Bay Area. She served as composer in residence for the Moving Arts Dance Collective of Walnut lCreek, CA from 1998 to 2002, and during that time collaborated with choreographer Anandha Ray to create scores for dance in a variety of media. "Light's Edge" was a symphonic work which was performed by Moving Arts with the Diablo Symphony, a community orchestra. "Maestitia" is a study for two sopranos and live electronic processing. In this unusual piece the singers also dance, and all the sounds are produced live and processed in real time. iThe score for "Temporal Landscapes,"'a very popular Moving Arts repertoire piece commenting on our attitude toward waste, is electroacoustic, is based on vocal sounds, marimba, and samples of fencing foils. (Fencing is a hobby of Ms. Michael's, and she C Minhael no I of 2 has competed nationally in'he Veteran Women's Saber events, consistently placing in the top ten.) Her interest in vocal music extended to opera, and her first chamber opera, "The Sealwoman," premiered in June 1996 in a collaborative production by the Berkeley Lyric Opera and Zigzag Theatre of Oakland, CA. Her second chamber opera, "Arachne," received a concert performance in April 2000 and was staged by Goat Hall Productions of San Francisco in the spring of 2002. She has had several large ensemble works performed. "The Year-Wheel" was premiered by the Oakland East Bay Symphony under conductor Michael Morgan. "Anthem," for chorus and band, was commissioned by the Contra Costa Children's Chorus and the Contra Costa Wind Symphony and received its premier at the first Diablo Regional Arts Association Benefit Gala. She is at work on a series of short works for the Acalanes High School Orchestra of Lafayette, CA, and on a new orchestral piece for the East Bay Community Women's Orchestra. In pursuit of a new direction for her compositional efforts, she spent several months in 2002 composing for the Blue Dinghy, a rowboat transformed into an electro-acoustic stringed instrument, a project culminating in a live performance at the Bedford Gallery in Walnut Creek, accompanied by the Moving Arts dancers. In the last several years she has devoted her time to the study of the accordion, being particularly interested in Eastern European and Middle Eastern music, and to the study of Central Asian stringed instruments and the musical culture in which they developed. She currently studies Middle Eastern accordion with Elias Lammam, and performs with the Arabic chamber ensemble El-Azifoon. She is an amateur of Middle Eastern dance, has begun studying the Arabic language, and is developing a small business designing and producing Middle Eastern dance costumes. Prepared by Commissioner Jay Downs Siska 6.3.99 Adopted by Arts and Culture Commission 7.14.99 P KT Lf ARTS AND CULTURE COMNIISSION OF CONTRA COSTA COUNTY FACT SHEET Mission The Arts and Culture Commission of Contra Costa County(ACS)is dedicated to advancing the arts in ways thatpromote communication, education, appreciation and collaboration throughout Contra Costa County, so that we may grow creatively as a community that preserves and celebrates our diverse cultural expression. Origin Greater support and increased recognition of arts and culture were key objectives of a citizen task force organized in April 1994 to study the feasibility of an arts and culture commission in Contra Costa County. The 40-member task force conducted an extensive outreach effort to assess of needs of arts and culture-related organizations and individuals throughout the County. Based in part on the result of that assessment,the County Board of Supervisors established the Arts and Culture Commission on December 13, 1994 and formally appointed the Commissioners in June 1995. The first meeting of the Commission was held on July 12, 1995. The Commission is comprised of seven members -- five to represent each of the supervisorial districts and two to serve at-large. Public meetings are held at 4:30 p.m. on the second Wednesday of each month in Room 108 of the County Administration Building,651 Pine Street,Martinez. Priorities ■ Formulation of a County Cultural Plan, a community-inclusive fact finding and consensus addressing the opportunities and challenges faking arts providers and patrons in the new century. The Board of Supervisors adopted the County Cultural Plan in January 2001. ■ Endorsement and advocacy of arts and culture-related events that give visibility to the rich cultural and ethnic diversity in the County. ■ Implementation of a fund development plan to help the Commission achieve its public service objectives. Friends ofAC5,a nonprofit tax-exempt organization,was incorporated in August 1997 to conduct fundraising activities on behalf of the Commission. ■ Development of an arts education program, with an emphasis on serving at-risk youth populations within Contra.Costa County. Sub Committees ■ Executive—The Executive Committee is comprised of the Commission Char,Vice Chair and the immediate past Chair. The committee reviews and makes recommendations concerning the Commission staff,personnel matters, finance and budget and Commission governance issues. ■ Communications—The Communications Committee develops plans to increase public visibility of both AC5 and the arts in Contra Costa County.
