(District IV) [CDD-CIP# 05-51] Project No. 0662-6R4029 SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION RECOMMENDED ACTION: DETERMINE that the Delta De Anza Trail at Willow Pass Road and State Route 4 project is a California Environmental Quality Act (CEQA), Class 3 Categorical Exemption, and DIRECT the Director of Community Development to file a Notice of Exemption with the County Clerk, and AUTHORIZE the Public Works Director to arrange for payment of a $25 fee to Community Development for processing, and a$25 fee to the County Clerk for filing the Notice of Exemption, and APPROVE the project and AUTHORIZE the Public Works Director, or designee, to advertise the project. Navy mitigation funds and/or a Transportation Development Act grant funding will be used. The project will cost approximately$107,000. REASONS FOR RECOMMENDATIONS AND BACKGROUND: The project consists of constructing a 12�foot wide asphalt path parallel to Willow Pass Road that will link disconnected sections of the Delta De Anza Trail. The total length of the path will be approximately 300 feet, and will parallel the east side of Willow Pass Road between Highway 4 and Evora Road. The project also includes construction of two asphalt/concrete ramps (one at the end of the path, and another across Willow Pass on the western side of the road), crosswalk striping , and striping for a 8-ft wide bike lane on the opposite (west) side of Willow Pass Road. In addition, to accommodate the path, a 1 —2 ft. low retaining wall paralleling the trail will be constructed to keep soil from eroding into the pathway.Traffic flow will be maintained during the project since there are four lanes at the project site,and the majority of the work will not be in the roadway.Real property transactions and utility relocations may be necessary in support of the project. The project consists of new, small facilities and/or structures, and will not have a significant effect on the environment.
