HomeMy WebLinkAboutMINUTES - 04252006 - C.123 TO: BOARD OF SUPERVISORS Contra FROM: JOE VALENTINE, DIRECTOR COMMUNITY SERVICES DEPARTMENT o Sia Costa DATE: April 25, 2006 °�srA�oKt``� County SUBJECT: CONSIDER SUPPORTING GRANT APPLICATION BY THE ROSIE THE RIVETER TRUST Specific Request (S) or Recommendation (S) & Background and Justification RECOMMENDATION (S): SUPPORT a grant application submitted by the Rosie the Riveter Trust to the California Cultural and Historical Endowment requesting $2,377,113 in State endowment funds to renovate the County's Maritime Children's Center in Richmond, and AUTHORIZE the Chair, Board of Supervisors, to send a letter of endorsement to the California Cultural and Historical Endowment. FINANCIAL IMPACT: This grant application is being submitted by the Rosie the Riveter Trust to obtain $2,377,113 in matching funds from the California Cultural and Historic Endowment to renovate the Maritime Center. The balance of matching funds for this project will be generated by the Trust. If this grant application is funded, County's involvement will co insist of continued support by Community Services Department staff to assist the Rosie the Riveter Trust as well as the National Park Service in the development of this project, under a proposed lease from the County to the Rosie the Riveter Trust. REASONS FOR RECOMMENDATIONS/BACKGROUND: On November 18, 2005 the California Cultural and Endowment announced the issuance of round two of a State-wide grant application process in the amount of $43 million dollars funded by Proposition 40 funds. Proposition 40 was created to support the acquisition, development, preservation and interpretation of buildings, structures, sites and artifacts that preserve and demonstrate culturally significant aspects of California's history and for grants for these purposes. The County's Maritime Children's Center in Richmond, which was constructed in 1943, is considered by most to be the first publicly-funded child care center for working families in the United States. The Maritime Children's Center was chosen by the Rosie the Riveter Trust to be considered for a grant. The grant application was prepared by the Trust in concert with staff from the County, the National Park Service, Richmond Children's Foundation, and other public/private organizations and submitted by the State'slJanuary 31, 2006 deadline. The Trust was notified this past week by the State that its application had passed the review stage and would be considered by the State Endowment Board for possible funding at its April 27-28 hearings in Sacramento. If funded, the Maritime facility, which has been closed since 2003 for safety reasons, would be completely renovated to meet current code and seismic standards, and would be used to house the proposed Maritime Historic Center for Working Families as pa of the Rosie the Riveter World War II/Home Front National Park.
