Donn C. Hatcher, Countywide. (All Districts) Project No. 4504-999TRN
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
RECOMMENDED ACTION:
APPROVE and AUTHORIZE the Public Works Director,or designee,to execute a contract with Donn C.Hatcher,
in the amount of$38,560 to provide for management training for the Leadership Development Program, for the
period April 30, 2006 through June 30I 2006.
FISCAL IMPACT:
There is no impact to the County General Fund. The contract will be completely funded by Public Works,General
Services, Library, Human Resources, Information Technology, Community Development, and Child Support
Services Department Funds.

REASONS FOR RECOMMENDATIONS AND BACKGROUND:
In 2002, the Department contracted with a consultant, Donn Hatcher to assist us with developing and providing
leadership and communication training customized for our management employees. The training topics were
directly related to issues that the Department identified for improvement.
In 2003/04 approximately 50 management staff received this training. We found the training to be so successful that
in 2005 we contracted with Donn Hatcher again to provide the training to new managers and those managers that
were not able to attend the first training. We also had available spots in the training,which were filled by managers
from the Building Inspection and Community Development Departments,and the County Administrator's Office.
In 2006,we were asked by the Human Resources Department to work together to provide a Facilitative Leadership
Training open to all county departments. We currently have staff from Public Works,General Services,Information
Technology,Community Development) Library,Human Resources,and Child Support Services Departments signed
up for the training in May and June.
CONSEQUENCES OF NEGATIVE ACTION:
The County Departments listed above ill not receive Facilitative Leadership Training.
