SUBJECT: Establishment of Rapid Response Dispatcher Classification and
Addition of one (1) position
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
RECOMMENDATION(S):
APPROVE the establishment of the classification of Rapid Response Dispatcher; ALLOCATE
monthly salary at $3,636.53-4,420.22 on the Salary Schedule and ADD one (1) full-time Rapid
Response Dispatcher position.
FISCAL IMPACT:
The cost of the new position has been budgeted within the Public Authority and will be financed
from the Public Authority funding (37.5% State, 45% federal and 17.5% County match).
BACKGROUND/REASON(S) FOR RECOMMENDATION(S):
The Employment and Human Services Department is requesting the establishment of a new
classification entitled Rapid Response Dispatcher due to the launch of a Rapid Response
Program in March, 2006 to respond to In-Home Supportive Services (IHSS) consumers who are
unexpectedly without a regular provider, or who have been without a provider for a period of
time. The program will also assist those consumers who are ready to be discharged from an
acute care hospital but need a provider in the home until the registry is able to find a provider to
work for them. Establishment of�this classification and the addition of one (1) Rapid Response
Dispatcher position is critical to the Rapid Response Program. The Rapid Response
Dispatcher, as an employee of the Public Authority, will receive and respond to all calls, provide
training to providers and maintain a computerized database for rapid response consumers and
providers.
CONSEQUENCES OF NEGATIVE ACTION:
The Rapid Response Program will be unable to operate without the requested position. IHSS
consumers who are unable to fi i d a substitute provider quickly could be at risk of unwanted,
inappropriate and costly placement out of their homes. IHSS consumers who are to be
discharged from an acute care hospital could be at risk.of transferring to a nursing home.

Authority has sufficient budget provisions for an additional position and the source of
funding is (37.5% State, 45% ederal and 17.5% County match);
THE CONTRA COSTA COUNTY BOARD OF SUPERVISORS in its capacity as
governing Board of the County of Contra Costa and all districts of which it is ex-officio
governing Board RESOLVES TO:
Establish the classification ofl Rapid Response Dispatcher; allocate the monthly salary at
$3,636.53-4,420.22 on the Salary Schedule and add one (1) full-time Rapid Response
Dispatcher position in the Employment and Human Services Department.
