SUBJECT: Approval of Grant Agreement#28-750 with the State of California, Office of Traffic Safety
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND JUSTIFICATION
RECOMMENDATION(S):
Approve and authorize the Health Services Director or his designee (Wendel Brunner, M.D.) to execute on
behalf'of the County, Grant Agreement #28-750 (PS0610) with the State of California, Office Of Traffic
Safety to pay the County an amount not to exceed $278,926, for the Public Health's Richmond Pedestrian
Safety (PEDS) Project for the period from October 1, 2005 through December 31, 2007,
FISCAL IMPACT:
This Grant Agreement funded by the California State Office of Traffic Safety will result in an amount not to
exceed $278,926 for the Richmond Pedestrian Safety(PEDS) Project. No County funds are required.
BACKGROUND/REASON(S) FOR RECOMMENDATION(S):
In-2003, Richmond ranked the highest I ong California cities in its size category for pedestrians under the
age of 15; who were killed or injured, and #2 for pedestrians of all ages. Contra Costa County ranks 23`d
among California counties for pedestrians under 15 killed or injured. This project builds on previous
collaboration between Contra Costa Health Services and the City of Richmond. The goal of the Richmond
PEDS Project will increase the capacity of Richmond Police Department to enforce pedestrian-related traffic
laws; improve pedestrian crosswalks and signage; increase the knowledge and awareness of drivers and
pedestrians regarding pedestrian laws and safety practices. Collision mapping will help identify "hot spot"
locations for pedestrian collisions, as sites for law enforcement efforts and crosswalk and signage
improvements. Classroom presentations and community workshops will help educate drivers and
pedestrians, and a new pedestrian slogan will be developed and distributed community-wide via the West
Contra Costa Street Smarts Campaign. I These activities will benefit West Contra Costa Safe Communities
Project (WCCSC) partners in San Pablo, El Sobrante, and El Cerrito.
Three certified copies of the Board Order should be returned to the Contracts and Grants Unit.
