HomeMy WebLinkAboutMINUTES - 04112006 - C.57 I ` I 1 I I TO: BOARD OF SUPERVISORS Contra FROM: JOE VALENTINE, DIRECTOR !S Costa COMMUNITY SERVICES DEPARTMENT '' _ M DATE: APRIL 11, 2006 ,��F �rr County SUBJECT: AUTHORIZATION TO CONTRACT FOR TEMPORARY TEACHING STAFF SERVICES I • SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION RECOMMENDATION (S): APPROVE and AUTHORIZE the Community Services Department Director, or designee, to execute a contract with Childcare Careers Inc., not to exceed $24,000 to provide temporary teaching staff services for the period of March 18, 2006 to August 31, 2006. (Budgeted, Federal Head Start and Early Head Start grants, State Child Development grant) (All,Districts) FINANCIAL IMPACT: This contract is funded by the Department's childcare services funds, including Head Start, Early Head Start and Child Development grants. Funding for this contract is included in the Community Services Department's FY 2005-06 budget, and will be included in the FY 2006707 budget. There is no net County cost to this contract. I CHILDREN'S IMPACT STATEMENT: The Community Services Department's Head Start program supports two of Contra Costa County's community outcomes: "Children Ready for and Succeeding in School" and "Families that are Safe, Stable, and Nurturing". These outcomes are achieved by offering comprehensive services, including high quality early childhood education, nutrition, and health services to low-income children throughout Contra Costa County. I I REASONS FOR RECOMMENDATIONS/BACKGROUND: Federal and State regulations require that the Department maintain at all times specific teacher-child ratios for all of its classrooms. Due to an on-going shortage of qualified teaching staff currently;available for hire, the Department is contracting with ChildCare Careers Inc. to provide temporary teaching staff services for all Department classrooms in order to ensure that the mandated child-teacher ratio remains in compliance with Federal and State regulations. The Department will continue to work with the Human Resources Department to explore different ways and means of increasing the number of potential applicants for Department teaching positions, with the intent of either eliminating or reducing the need for temporary service contracts of this. nature.
