RECOMMENDED ACTION:

DETERMINE that the Alhambra Valley Road Guardrails Repair is a California Environmental Quality Act(CEQA),
Class 3 Categorical Exemption, and
DIRECT the Director of Community Development to file a Notice of Exemption with the County Clerk, and
AUTHORIZE the Public Works Director to arrange for payment of a $25 fee to Community Development for
processing, and a S25 fee to the County Clerk for filing the Notice of Exemption, and
APPROVE the project and AUTHORIZE the Public Works Director, or designee, to advertise the project.

FISCAL, IMPACT:
The project will not impact the General Fund. It will cost approximately $250,000, which will come from Road
funds.
REASONS FOR RECOMMENDATIONS AND BACKGROUND:
The project consists of repair to two sections of road, their associated guardrails, and failed embankments on the
downslope side of the road to the creek. Damages were caused during the December 31, 2005 storm event when
compromised culverts allowed water to sheetflow across the roadway,causing erosion,undermining of the road and
slope failure on the downslope embankment. The repair includes two segments that have failed: Guardrail#10 and
Guardrail#11. Guardrail#10: Repair to this failure will include either placement of inter-locking blocks,rock slope
protection, or a retaining wall, then backfilling behind the wall, and recreating the slope with earthen fill. Each
option will have approximately the same footprint. Drainage facilities must be rebuilt within the slope and on the
opposite side of the roadway where flow frons a small ravine enters the culvert. The road will be repaired, and
guardrails replaced at this location after repairs to the slope are completed. Guardrail 411: As with guardrail #10,
repair to this failure will include placement ofinter-locking blocks, rock slope protection, or a retaining wall,then
backfilling behind the wall and recreating the slope with earthen fill.Each option will have approximately the same
footprint.Drainage facilities must be rebuilt within the slope,and on the opposite side of the roadway where water is
captured in an inlet that drains the roadway, and water coming from the hillside. The road will be repaired, and
guardrails replaced at this location after repairs to the slope are completed. Currently the lanes adjacent to both
guardrails have been closed to traffic, and traffic must use one lane to pass.
It can'be seen with certainty that there is no possibility that the activity may have a significant adverse effect on the
environment.
CONSEQUENCES OF NEGATIVE ACTION:
Failure to approve the CEQA document will delay the needed repairs and may allow additional damage to occur at
the County road facilities.
