I am extremely concerned about this not only for property values, but for my own safety and neighbors around me. I would be in favor of a special tax in order to pay for additional police officers. I was,here 20 months ago when this Board approved a budget that seriously affected several segments of our community that, in general, are under served and under represented. Homeless families were just one affected group. Today I want to speak only on the two family shelters; specifically the closure of the North Concord Family Shelter and the impending closure of the Mountain View Shelter in Martinez. The mission statement of the Contra Costa Health Services Department states, and I quote "Our mission is to promote and protect the health and well being of the individual, family and community in Contra Costa County. We give special attention to those communities and populations most at risk for poor health outcomes and those most affected by environmental inequities." Close quote. This mission statement further states, quote "We define health to be the state of complete physical, mental and social well-being and not merely the absence of disease or infirmity." Close quote. Given the budget cuts two years ago, and the absolute failure of the county in the two years since then to develop a sustainable funding plan, then perhaps it's time to revisit the mission statement. Mission statements help define our purpose, but it is actions that accomplish the mission. Mission statements must be accompanied by action. I also found a document on the county website entitled "Ending Homelessness in Ten Years, A County-Wide Plan for The Communities of Contra Costa County". This document is dated Spring, 2004, just about the same time that this body approved the elimination of county funding for the Mountain View and North Concord Family Shelters. Quoting from that document "Together with state and federal agencies, we now have a solid understanding of who homeless people are, why they become homeless, and what is needed to help them exit homelessness. Here in Contra Costa County, collectively we have developed nationally recognized programs that have proven their effectiveness in helping people regain housing and stability for the long term." Close quote. It is my understanding that these two unfunded family shelters serviced 52 families since June of 2005. 43 of these families have transitioned to a stable housing situation. That's an 80 percent success rate . . . certainly worthy of national recognition. Closing emergency family shelters, particularly these two with their success rate is worthy of national recognition too, but not the kind recognition that makes us proud. Incidentally, what progress is there to report from the Homelessness Inter-Jurisdictional Inter- Departmental Work Group referred to in the Ending Homelessness in 10 Years document? I made an inquiry about a week ago and have yet to receive any response. My guess is that any progress would be trumpeted on the website. Again, quoting from the county's website, "The Contra Costa County Homeless Program's mission is to ensure an integrated system of care from prevention through intervention for homeless individuals and families within our community. We strive to accomplish this through the development of policies and practices, community involvement, advocacy, and the coordination of services that respect human dignity, strengthen partnerships and maximize resources." I'm stating the obvious again, but how does closing these shelters reconcile with this mission statement? How much dignity is there in putting 13 families on the street? Let alone, ignoring a waiting list of over 200 families. Where is our dignity? As we move into the budget season again, I know you are going to tell us that there is simply no money and that cutting the budget is the only alternative. Does the county have a revenue problem? Or is it an expenditure problem? First, I would ask, "are you satisfied that the county is spending money in the most efficient manner?" . . . that there are no projects or expenses worthy of a local `golden fleece award?' If the answer is that the county is spending money appropriately and efficiently in all cases, then we must have a revenue problem. If there is a revenue problem, then I urge you to have the courage to exercise your responsibility and come up with a revenue plan. We need leadership, not rhetoric. You were elected to govern this county for all the people, including our brothers and sisters in need. If we loose these 2 shelters, how difficult is it going to be to reopen them? Look at the problem the Interfaith Coalition is having finding a building for their temporary winter shelter. Thank you for listening. NrYLrnwt Public Comments to the Contra Costa Board of Supervisors March 7, 2006 Closing of the County Homeless Shelters In the Bible's Book of Genesis, CH 4 verse 9, Cain asked God "Am I my brother's keeper?" This was an early reference to what our society has degenerated to today...the live for the moment society, get out of my highway lane, I'm running late. The all about me generation. I am aghast that the Board is actually considering closing the homeless shelters in Mtz and Concord. Where will these people go? In looking around the room today, it seems we've all been blessed with food for our bellys, clothes for our backs and shelter from the elements. Not all of our brothers are so fortunate. As a former elected official in Antioch, I can tell you that I never forgot about that verse from the Book of Genesis. The City of Antioch, and its citizens welcomed the provisional housing project for families, a cooperative effort with the county, located on land adjacent to Los Medanos College. As a councilman, I also helped approve the Eden Housing project, phase I, a success in our downtown that eliminated blight and provided low to moderate income housing. The council last week approved phase II of the Eden Housing project. And we regularly use CDBG funds to help relieve, in part, the homeless issue in Antioch. My Church congregation, under the ministry of Brian and Vicki McCoy, regularly volunteer and adopt the shelters. The congregation of St. Ignatius of Antioch has collected petitions of signatures, urging you to not close these shelters. I am here today to plead with you as well to show compassion toward those brothers and sisters of ours who have not been blessed in the manner you have been. In closing, I'd like to remind you of another of my favorite biblical passages, a directive I use in my life, and in my future political activities: It is from the Book of Matthew Chapter 25, verse 40, and it reads: "Whatever you do for the most humble of my people, you do for me." Manny Soliz, Jr. 925-778-1573, home An Open Letter to the Contra Costa County Board of Supervisors: In June 2004, funding for Mountain View House and the North Concord Family Shelters was eliminated from the fiscal year 2004-05 county budget. As you know, community fund raising efforts allowed these two shelters to remain open the past two years. This should have given Contra Costa County time to work on a sustainable funding plan. The need is clear. There are over 200 families on the waiting list now! A recent article in the Contra Costa Times stated that the homeless population in this county exceeds 7000 people. It makes no sense to add to this largely unseen, underserved, and under represented segment of our community. Intervention and case management that these shelters provide are critical to ending a cycle of homelessness. We can pay for it now or we can pay for the inevitable increased monetary and social costs in the future. We urge you and other county officials, to refocus on this issue. Provide the leadership necessary to develop a viable public/private partnership to ensure that these two shelters remain operational. It's time for "outside the box" thinking, not another task force.
