The area includes privately held properties, as well as properties owned by the Redevelopment Agency and Ambrose Recreation and Park District. The Redevelopment Agency was please to have eight highly qualified firms submit their qualifications. Using a Review Committee that consisted of representatives from the Bay Point Project Area Committee, the Bay Point Municipal Advisory Council, Ambrose Recreation and Park District, a representative for Supervisor Glover's office, Redevelopment Agency staff, and the Agency's real estate consultant, the Agency reviewed the qualifications, and ultimately requested proposals from four of the eight developer parties who submitted qualifications. The Agency received three developer proposals from The O'Brien Group/BRIDGE Housing; Fairfield Residential; and The Bixby Company in late December (Legacy Partners decided not to submit a proposal). The Review Committee reviewed the proposals along with detailed evaluation of the proposals from the real estate consultant. The detailed evaluation of the proposals resulted in The Bixby Company having the highest score of the three proposals. The Review Committee also preferred the proposal — a residential mixed-use project emphasizing for-sale condominiums - by The Bixby Company and recommended them as the designated developer for the project. On February 8, 2006, the Bay Point Project Area Committee reviewed the proposal and also recommended the Bixby Company as the designated developer. The residential project would have an element of affordable housing to comply with Redevelopment law and Agency policy. The proposal includes two clusters with four floors of very high density (40 units per acre) multiple-family residential housing fronting Bailey Road and a new interior road. Parking will be provided in an inner courtyard. Commercial/retail and live/work uses are proposed on each side of Maylard Avenue. The assemblage of privately and publicly owned properties will be necessary to implement the plan. Purchase or exchange of Ambrose Recreation and Park District property, should the final plan include those properties, would require negotiations with the District. CONSEQUENCE OF NEGATIVE ACTION: Implementation of the Pittsburg/Bay Point BART Station Area Specific Plan would be compromised.
