Community Development (CDBG) JOHN CULLEN, CLERK OF cc: County Administrator Auditor-Controller County Counsel THE BOARD OF SUPERVISORS AND COUNTY ADMINISTRATOR BY , DEPUTY BACKGROUND /REASONS FOR RECOMMENDATIONS In December 2005, the Community Development Department issued a Request for Proposals (RFP) to provide consultant services for the CDBG Small Business/Microenterprise Loan Program (Program). The Program is directed primarily to very low- and low-income micro-enterprises or small businesses for the purposes of job creation, retention, and/or attraction. The Program has been in existence since July 2000, and has provided loans to 13 businesses. As a result of these loans, a total of 39 jobs have been created or retained. Two consultants submitted proposals to provide consultant services including program marketing, technical assistance to prospective applicants, loan application analysis and processing, and compliance monitoring. It is recommended that the County enter into a contract with Urban Financial Services Group. The contract will run through June 30, 2007 and be paid for with CDBG funds.
