SUBJECT: Grant application to the California Department of Water Resources / CALFED
Watershed Program
SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION
RECOMMENDATION
AUTHORIZE the Community Development Director, or designee, to submit a grant application and if
approved, execute a contract with the California State Department of Water Resources (DWR) /
CALFED Watershed Program in the amount of $400,000 to support the Volunteer Creek Monitoring
Program managed by the Contra Costa Watershed Forum (CCWF, Forum), initial planning for the
2007 Creek and Watershed Symposium, and an update to the 2003 Contra Costa County Watershed
Atlas.
FISCAL IMPACT
The grant would bring a total of$400,000 to fund a variety of activities related to the County's support
of the Contra Costa Watershed Forum. This outside funding is essential if these programs are to
continue. There is no fiscal impact to the County from this action.
BACKGROUND/REASONS FOR RECOMMENDATIONS
The Contra Costa Watershed Forum is a broad partnership of public agencies and private
organizations working on creek and watershed issues. The Forum has successfully worked with a
wide range of'stakeholders in the County to coordinate activities, educate stakeholders, and spearhead
innovative projects around watershed issues. The Volunteer Creek Monitoring Program, a Watershed
Forum program, is managed and funded jointly by the Community Development Department and the
Contra Costa Clean Water Program. The Monitoring Program engages local creek community groups,
local agencies, and other concerned stakeholders in collecting data on local creeks. The program has
two components: (a) Global Positioning System (GPS) Mapping of creek habitat, and (b)
Bioassessment Surveys(habitat assessment and benthic macroinve rteb rate (bug)sampling.) Over the
past 5 years community members have donated over 5,000 hours to participating in the two monitoring
programs.
The Contra Costa Watershed Forum is staffed by the Community Development Department in
partnership with the Public Works Department. On behalf of the Forum, staff seeks funding to support
programs and projects. The Community Development Director or his designee will serve as the lead
project manager for this grant.
