FINANCIAL IMPACT The TFCA grant application is for $262,500. The grant has been approved and it will be used to retrofit existing County heavy-duty diesel vehicles to comply with California Air Resources Board regulations. BACKGROUND The Bay Area Air Quality Management District (BAAQMD), in conjunction with the Department of Motor Vehicles, collects a $4.00 surcharge on motor vehicle registrations paid within the Air District's jurisdiction. The surcharge provides funding for the BAAQMD's Transportation Fund for Clean Air. TFCA funds are distributed to public agencies to implement projects to reduce air pollution from motor vehicles in accordance with the requirements of State law and the BAAQMD's Bay Area 200 Clean Air Plan and the 2001 Ozone Attainment Plan. The California Air Resources Board adopted a new regulation that applies to public agency vehicles, which requires public agency fleets to employ Best Available Control Technology (BACT) to reduce emissions of diesel particulate matter. The BAAQMD has expressed their willingness to fund diesel emission reduction strategies on public agency vehicles. The County applied for $262,500 in TFCA funds to retrofit existing County heavy-duty diesel vehicles to comply with California Air Resources Board Regulations.
