BARRY, AICP Costa COMMUNITY DEVELOPMENT DIRECTOR -`•_-� A+ � w, County sr'4 COU DATE: March 7, 2006 SUBJECT: Appointment of staff representative to the Lifeline Transportation Program Task Force SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION RECOMMENDATIONS APPOINT John Greitzer of the Community Development Department to serve as the County's staff representative on a new Lifeline Transportation Program Task Force, as recommended by the Community Development Director. FISCAL IMPACT None to the General Fund. The staff member's time on the new task force will be covered by the existing departmental budget, funded through a combination of County road funds and Measure C return-to-source funds. BACKGROUND/REASONS FOR RECOMMENDATIONS The Lifeline Transportation Program was created by the Metropolitan Transportation Commission several years ago to encourage planning and funding of transportation programs and services that benefit lower-income and minority communities. This year, the Metropolitan Transportation Commission has turned the program over to county-level congestion management agencies around the Bay Area. The Contra Costa Transportation Authority (CCTA) has taken over the program for Contra Costa County. To assist them in taking on the program, CCTA is forming a Lifeline Transportation Program Task Force to help review grant applications and recommend selections for funding from the program. The attached staff report from CCTA describes the program and the composition of the new task force. As indicated on the attachment, the Board of Supervisors is asked to appoint one staff person to serve on the task force. The County's Employment and Human Services Department also will have a staff person on the task force, in addition to the staff person appointed by the Board of Supervisors. Other members include a CCTA staff member and appointments made by the County's bus transit operators and community based organizations. The time commitment is expected to be one day per month from March through June to get the upcoming cycle of Lifeline Transportation Program funding distributed, then less frequent meetings after that (CCTA suggests perhaps two meetings a year). The Community Development Director recommends the Board appoint John Greitzer, Senior Transportation Planner, to the County seat on the task force. Mr. Greitzer is involved in a community-based transportation planning effort for Bay Point that is funded by MTC through a grant program related to the Lifeline Transportation Program. His work in Bay Point will focus on the same types of transportation issues as those addressed in the Lifeline Transportation Program. He has attended recent workshops by MTC and CCTA explaining the program in detail and therefore he is familiar with the program's guidelines and requirements. With this letter, we are requesting that the County Board of Supervisors appoint one staff person to the Task Force, Michael F.Metcalf which will ineet periodically beginning in March 2006 to review LTP grant Brad Nix applications and develop recommendations for project selection. This $2.2 million grant program is intended to address the transportation gaps and barriers in low-income and minority communities throughout Contra Costa. Summary of Issues An LTP Task Force is currently being formed to serve as a subcommittee to TCC in the review and selection of projects for the LTP.The TCC should appoint a representative to the Task Force. Furthermore, some of the representatives serving on the Task Force will be appointed by organizations that are expected to submit grant proposals for LTP funding. Authority staff has prepared proposed guidelines for TCC to transmit to the Task Force with the intent of minimizing any potential conflicts of interest. Recommendations That TCC make an appointment to the LTP Task Force,and transmit guidelines to the Task Force for use during its proceedings. Financial Implications n/a Options n/a Attachments A. Guidelines to the LTP Task Force Changes from Committee Background The LTP is intended to address gaps or barriers in transportation for low-income and minority communities,and improve the range of travel choices available to them. Projects should be developed through a collaborative and open planning process. Based upon MTC's program guidance, eligible projects should be drawn from available Community—Based Transportation Plans(CBTPs),countywide or regional Welfare—to—Work Transportation Plans(WWTPs), or otherwise documented assessments of needs within"communities of concerns' The Lifeline Transportation Program has a three-year budget of$2.2 million,to be expended during FY 05-06 through FY 07-08. Funding comes from a mix of sources: Congestion Mitigation Air Quality Improvement(CMAQ); State Transit Assistance(STA) funds; and Job Access-Reverse Commute(JARC) funds. The Authority accepted formal delegation of the LTP from MTC last September,through approval of Resolution 05-12-G. At its January 18, 2006 meeting,the Authority adopted an LTP work program, which established an LTP Task Force, a plan for public outreach, and project selection evaluation criteria. TCC Appointment to the LTP Task Force The approved work program includes establishment of the LTP Task Force —a diverse committee reflecting the composition of the LTP stakeholders.The Task Force will be responsible for reviewing proposed application materials, developing scoring and ranking criteria,project application review, evaluation,and scoring,and project funding. Approval of Guidelines for the LTP Task Force The Task Force will report to TCC,which in turn will make a recommendation to the Authority's Planning Committee regarding project selection.The Authority has delegated responsibility to TCC for setting procedures that will address potential conflicts of interest. Such a conflict could arise if a member of the Task Force were allowed to score a project submitted by that member's appointing organization. TCC has successfully dealt with this conflict in the past by requiring that the grant applicant recuse themselves from scoring and ranking their own project. Authority staff has prepared the attached guidelines for consideration by TCC (see Attachment A).The guidelines address how the Task Force will function with regard to a quorum requirements, scoring procedures,and an appeals process. Following review by TCC,Authority staff will transmit the guidelines to the Task Force for use.during its proceedings. z Designated Communities of Concern with active CBTP's include the Richmond Area;Pittsburg-Baypoint;and the Monument Corridor.
