Home My WebLink AboutMINUTES - 03072006 - C.29 Contra TO: y BOARD OF SUPERVISORS '. :< Costa FROM: Danna Fabella, Interim Dire ' `a.„ �'✓o Sq� Y� Employment and Human Services Department �.=�: :� County DATE: March 1, 2006 SUBJECT: APPROVE Appropriations Adjustment for Employment and Human Services (EHSD) SPECIFIC REQUEST(S)OR RECOMNIENDATION(S)&BACKGROUND AN[)JUSTIFICATION RECOMMENDED ACTION: F.ml2loynient and Human Services, (0504): APPROVE Appropriations and Revenue Adjustment No. 5073 authorizing new revenue in the amount of$72,362 from Ca1WORKs funds, reallocated State Child Welfare Services (CWS) Temporary Assistance for Needy Families (TANF) funds, and appropriating it to fund one (1) Clerk, Senior Level and one (1) Social Service Program Assistant to provide services to the Child Care Unit and Food Stamps Program in the EHSD Hercules Office. FINANCIAL. IMPACT: The financial impact of this board order recognizes additional claimed expenses drawn against the CaIWORKs revenues. The State Department of Social Services is allocating additional Ca1WORKs funding to the Department. The Department's original budget included a lower appropriated Ca1WORK.s funding level. Subsequently, the State is releasing a portion of$50,000,000 set aside for Ca1WORKs administration for needy counties. This action requires $28,945 in additional Ca1WORKs funding. The Department had requested $1.9 million of the %50,000,000. The calculated County share of cost will be $43,417. Funding for the county share will come from unaccrued revenues reallocated from State CWS TANF funding form the prior year. There is no additional County General funds required. RACKGROUNDe The Department requests that one (1) Senior Level Clerk and one (1) Social Service Program Assistant position to be assigned to the Child Care Unit in the Hercules Office. The Senior Level Clerk will be assigned to perform as a"floater" for the Division in the Hercules Office. These positions are operationally necessary for the core and mandated functions of the CaIWORKs Child Care and Food Stamp programs. This additional staff is necessary to ensure the Department continues to meet its deadlines and grant benefit determination in a timely manner to applicants and participants of the Ca1WORKs programs. CONSEQUENCES OF NEGATIVE ACTION: If this action is not approved, it could result in further delays in services to Ca1WORKs, Welfare to Work, Food Stamp and Medi-Cal participants.
