Z- DATE: March 1, 2006 SUBJECT: APPROVE Appropriations Adjustment for Employment and Human Services SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&13ACKGIZOLIND AND JUSTIFICATION RFCMMFNDFD ACTION: Fmpla)mlent and Human Services ((h: APPROVE Appropriations and Revenue Adjustment No. 5077 authorizing new revenue in the amount of$38,577 from State Adult Protective Service funds, and appropriating it to fiend one (1) Clerical Supervisor position for seven (7) months for the Richmond Medi-Cal Unit. FINANCIAL IMPACT: The financial impact of this board order recognizes additional claimed expenses drawn against the Medi-Cal revenues. The State will pay a portion of these costs from open-ended health funding with a match paid by the County. This action requires $15, 431 in additional Medi-Cal funding and a County share. The calculated County share of cost will be $23,146. Funding for the County share will come from unaccrued revenues reallocated from State Adult Protective Services funding from the prior year. There are no additional County General funds required. RAC 'GROUND: The Department requests that a Clerical Supervisor be assigned to the Medi-Cal Mail-in Unit in the Richmond Medi-Cal office, formerly supervised by an Eligibility Work Supervisor I, who has relocated to provide services at the new Medi-Cal Unit, Cavallo Road office. The Clerical Supervisor will supervise 6 clerks. Their task is to mail out new application packets, handle all mailed Medi-Cal applications for the County, conduct program clearances for existing program eligibility, register applications, assign intake packets to the District Eligibility Workers to process, and register denials when timely client response is not forthcoming. No budgeted County General funds are required. CONSEQUENCES UENCES OF NEGATIVE. ACTION: If this action is not approved, it could result in untimely denial or approval of Medi-Cal eligibility. If the Department does not process 90% of its new applications on time, the State can now impose a sanction of 2% funding reduction, which would amount to approximately$670,000. An additional revenue cut of 2% or $670,000, can be taken by the State for untimely Medi-Cal client record correction in the State's database. Atta ment: Appropriation Adjustment Documentation.
