SUBJECT: THERE OUGHTA BE A FLAG CONTEST .
SPECIFIC REQUEST(S)OR RECOMMENDA11ON(S)R BACKGROUND AND JUSTIFICATION
RECOMMENDATIONS:
UNDERTAKE a countywide flag contest in which local youth, kindergarten through twelfth grade, would
submit a draft of what they feel the first Contra Costa County flag should look like. Finalists will be selected
and then sent out to be judged by each Supervisorial district to decide winner. The winning flag will be inducted
as the first official Contra Costa County flag.

Contra Costa County does not have an official flag.

ADDENDUM TO ITEM SDA
March 14, 2006
On this day the Board of Supervisors considered the undertaking of"There Oughta Be A Flag
Contest," introduced by Supervisor Piepho, District IIl.
Supervisors Uilkema, DeSaulnier, Glover and Gioia all agreed the County Flag Contest was a
good idea with the exception of the proposed time frame. They agreed introduction of this
contest would require more time so that all participants (Countywide students grade kindergarten
through 12`h grade) would have ample time to prepare for the contest. It was agreed that the
Countywide Youth Commission, the Arts and Culture Commission(AC5) and the Office of
Education would be invited to participate in spearheading this event. Supervisor Glover noted
that April 22, 2006 a Countywide Teen Summit is scheduled and that it would be a great
opportunity to gather ideas for the contest.
Supervisor Uilkema stated that she would not be able to choose one child's flag over another,but
that perhaps the Board could choose to delegate a committee for this task.
Supervisor Piepho expressed willingness to provide the other Supervisors' staffs with whatever
level of support is needed to have an outstanding Countywide"There Oughta Be a Flag"contest.
Supervisor Piepho moved approval and Supervisor Uilkema seconded the motion. By a
unanimous vote with none absent, the Board of Supervisors took the following action:
CONSIDERED undertaking a countywide flag contest, and DIRECTED further
consideration that should include the possible incorporation of Flag Day, June 14, 2006; and, the
involvement and support of the Countywide.Youth Commission, County Office of Education
and County Arts and Culture Commission (AC5).
