County SUBJECT: METHAMPHETAMINE USE SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION RECOMMENDED ACTION: DIRECT Supervisor Piepho's office to assemble a Methamphetamine Use Task Force to study the current impact of methamphetamine use in Contra Costa County. DIRECT the task force to report back to the Board of Supervisors with recommendations for the Supervisors on increased Methamphetamine enforcement and prevention measures to implement Countywide. FISCAL IMPACT: Staff costs absorbed by District III Supervisor's Office. BACKGROUND:' Methamphetamine, a derivative of amphetamine, is a powerful stimulant that affects the central nervous system. Supervisor Piepho introduced this item, suggesting a task force could help the County determine how to take a more proactive stance against methamphetamine use. She said that the task force could examine ways that different agencies and County departments could pool their resources and increase public awareness, possibly through working with.CCTV. Supervisor Glover noted methamphetamine abuse has been a notorious problem in the Bethel Island community, but that it is a problem affecting the entire County. He suggested the task force might want to work with the cities' gang task forces,each of which addresses drug abuse. Supervisor Uilkema commented that the manufacture of methamphetamine is very difficult to identify and patrol. She said she would want the knowledge of the cities incorporated as the task force moves forward in order to have a fuller picture of the problem. She suggested incorporating the Mayor's Conference into the process, possibly by having representatives of the Mayor's Conference sit on the task force. She suggested the task force could be broader and include all the jurisdictions where there is a need,and where there may already be a wealth of data. John Cullen, County Administrator, suggested the proposed task force could start with the presentation on methamphetamine abuse that was given last year at the Children and Families Policy Forum. Chair Gioia called for public comment, and the following person spoke: Tom Aswad, Alcohol and Other Drugs Advisory Board, suggested that enforcement is not the answer. He said he would like to see a focus on treatment and prevention. He noted that currently,to be admitted into a rehabilitation facility, a person has to have 72 hours of sobriety. With a lack of detox beds, lie noted that many of these patients wind up in the hospital. He further commented that the price of funding one hospital bed for a . detoxifying patient could fund 30 detox treatment facility beds. He asked that the task force examine some of the problems that exist in the treatment process, and suggested that the Alcohol and Other Drugs Advisory Board partner with Supervisor Piepho's office in this process. Chair Gioia noted that the California State Association of Counties(CSAC)recently had a session on the methamphetamine crisis, and lie suggested CSAC could be another resource for the task force. Dr. William Walker, Health Services Department Director, noted his support of the formation of a task force, and said that successfully addressing the issue will take a multifaceted approach.
