HomeMy WebLinkAboutMINUTES - 03212006 - PR.2 (2) i � 2 a 12A(V, IN THE MATTER OF HONORING RESOLUTION NO. 2006/88 CHIEF ASSISTANT COUNTY ADMINISTRATOR SCOTT TANDY UPON THE OCCASION OF HIS RETIREMENT WHEREAS Scott Tandy,matriculated at the Universal tY•of California at where lie received a Bachelor of Arts degree in Davis, g Political Science in 197();and at California State Univesity at Chico,where he received a Master of Arts degree in Public Administration in 1973; and WHEREAS,Scott served as Deputy County Administrator for the County of Butte from 1973 to 1976,and Assistant Chief Administrative Officer for. the County of Stanislaus from 1976 to 1986;and WHEREAS,Scott serves] for the past 20 years, from 1986 to 2006,as Chief Assistant County Administrator for the County of Contra Costa;and WHEREAS,in addition to assisting and advising the (County Adnutiistrator regarding myriad sensitive and important issues— including recommendations affecting elected officials, departments,local communities and special districts, labor relations, personnel matters and the County budget-Scott has directly managed several County operating departments on an interim basis, handling such diverse operations as the Community Services Department(twice), the Risk Management Office and the Contra Costa County Fire Protection District; as well as the Planning and Conununity Development Department in Stanislaus County; and WHEREAS, as interim Community-Services .Director in 2005,Scott took over a department in danger of losing its certification as a Head Start Program operator,with $18 million of federal funding and services to 2,500 children in jeopardy. Scott turned the department around and successfully implemented numerous I corrective actions that met federal requirements,unproved operational efficiency and effectiveness, and restored relationships within and outside the department;and WHEREAS, since 2003 Scott has managed a long-term project to replace the current outmoded public safety radio system in Contra Costa County with a state-of-the-art system. Scott has successfully in volved other local public.agencies in productive discussions involving joint project finaticing,project design, and governance,while at the same time managing a short-term re- engineering of the existing system to extend its useful fife until the new system can be completed;and WHEREAS,Scott has an exceptional ability to bring together diverse points of view and perspectives to achieve mutually desirable outcomes, as demonstrated most recently by his successful work on the Lafayette Veterans Memorial Building. Scott brokered agreements among multiple veterans groups, the City of Lafayette, the City of Walnut Creek and the County. The projects innovative financing and unique collaboration was recognized with the"Helen Putman Award"given by the League of California Cities,and the "2005 Challenge(Merit Awatd"given by the California State Association of Counties; and WHEREAS,Scott has been a trusted advisor not of Ily to boards of supervisors and county administrators, but also to his many colleagues and subordinates,as a result of his extremely broad and in-depth knowledge of county government and administration, his keen intellect and strong character,and his penchlan " t for doing the right thing and doing it right;" and WHEREAS,Scott Pandy-will retire on March 30, 2006,after a distinguished 33-year career in county government, and will be sorely nussed by all those who have had the privilegi of working with him; NOW, 'THEREFORE, BE IT RESOLVED that the Board of Supervisors of the County of Contra Costa does hereby recognize, commend, and congratulate Scott Tandy upon the occasion of his retirement from 33 years of service in county government and thanks him,in particular, for his dedicationland service to the citizens of Contra Costa County.
