DIRECT the Director of Community Development to file a Notice of Exemption with the County Clerk, and
AUTHORIZE the Public Works Director to arrange for payment of a $25 fee toCommunity Development for
processing, and a $25 fee to the County Clerk for filing the Notice of Exemption, and
APPROVE and AUTHORIZE the Public Works Director, or designee, to advertise the project.

There is no impact to the County General Fund. The estimated project cost is $412,000 and will be funded by
Proposition 42 Funds (100%).
REASONS FOR RECOMMENDATIONS AND BACKGROUND:
The purpose of this project is to apply a slurry seal treatment to roadways throughout the unincorporated areas of the
County. The slurry seal treatment prevents water from seeping under the pavement and deteriorating the road,thus
extending pavement life.
It can be seen with certainty that there is no possibility that the activity may have a significant adverse effect on the
environment.
CONSEQUENCES OF NEGATIVE ACTION:
Delay in approving this activity may jeopardize funding.

The project will not have a significant effect on the environment. The recommendation is based on the
following: The project consists of maintenance of existing facilities involving no expansion of use beyond that previously
existing. The project will not result in the removal of any scenic resource.

GENERAL CONSIDERATIONS:
1. Location:
Various streets within 3 specific site areas of Contra Costa County(County)will receive slurry seal road surface treatment
(Fig. 1). Site 1 is located in the Bay Point area(Fig.2). Site 2 is located in the EI Sobrante area(Fig. 3). Site 3 is located in
the Walnut Creek(unincorporated)area(Fig.4). Attached is a list of streets that are scheduled for slurry seal treatment for
each of the sites.
2. Project Description:
The project consists of cleaning the road surface (including weed removal and sweeping), removing existing
stripings and markers, applying a slurry seal treatment to roadways, and site cleanup in various locations
throughout the unincorporated areas of the County. The slurry seal treatment prevents water from seeping
under the pavement that could rapidly deteriorate the road. This extends the life of the existing pavement by
reducing deterioration caused by exposure to air and moisture.
Residential streets will be closed for approximately half a day in order to apply the road surface treatment and to
provide sufficient time for it to adhere to the road surface. Residents will be notified one week prior to any
activity and "No Parking"signs will be posted the day before actual application. I Emergency vehicle access will
be allowed at all times. No changes to the existing drainage will occur. Tree branches and shrubbery may need
trimming throughout the project. Real property transactions, including right-of-way acquisition maybe necessary
in support of this project.

Project Description: The project consists of cleaning the road surface (in,cluding weed removal and
sweeping), removing existing stripings and markers, applying a slurry seal treatment to roadways,and site
cleanup in various locations throughout the unincorporated areas of the County. The slurry seal treatment
prevents water from seeping under the pavement that could rapidly deteriorate the road. This extends the
life of the existing pavement by reducing deterioration caused by exposure to air and moisture.
Residential streets will be closed for approximately half a day in order to apply the road surface treatment
and to provide sufficient time for it to adhere to the road surface. Residents will be notified one week prior to
any activity and "No Parking" signs will be posted the day before actual application. Emergency vehicle
access will be allowed at all times. No changes to the existing drainage will occur. Tree branches and
shrubbery may need trimming throughout the project. Real property transactions, including right-of-way
acquisition may be necessary in support of this project.
Project Location: Various streets within 3 specific sites within the unincorporated areas of Contra Costa
County(County) will receive slurry seal road surface treatment(Fig. 1). Site 11 is located in the Bay Point
area (Fig. 2). Site 2 is located in the EI Sobrante area (Fig. 3). Site 3 is I6cated in the Walnut Creek
