HomeMy WebLinkAboutMINUTES - 03212006 - C.59 TO: BOARD OF SUPERVISORS -s L`°" Contra � FROM: MAURICE SHIU, Public Works Director Costa DATE: MARCH 1.5, 2006 = County SUBJECT: RESCIND TERMINATION OF STORM-RELATED EMERGENCY DECLARATION SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION • RECOMMENDATION RESCIND Board action of February 28, 2006 (Item C.92), which terminated the local emergency declared on January 4, 2006 in response to conditions of extreme peril to the safety of persons and property as a result of severe storms in December 2005. FISCAL IMPACT Re-activation of the emergency status will make the County eligible for state and federal emergency funds to remedy the emergency situation. ' i BACKGROUND Two washouts have occurred on Alhambra Valley Road. Concrete barriers have been installed around the washouts and the road narrowed to just one lane with STOP signs at either ends of the washouts. Since last week, the situation has deteriorated significantly and absent rapid repair, the road is in jeopardy. i Staff will work with Caltrans to obtain Federal funds to repair these two washouts. Code §8680 et seq.)and from the Federal Government under the Robert T. Stafford Disaster Relief and Emergency Assistance Act(P.L. 93-288, 100-107). DATE: February 22, 2006 PAGE: 2 of 2 REASONS FOR RECOMMENDATIONS AND BACKGROUND: As a result of the Proclamation of Public Emergency,the following action was taken By the Office of Emergency Services: Flood Mitigation Actions: Crews performed sandbagging in different areas throughout Contra Costa County. Emergency notification of Contra Costa County citizens activated. Emergency repair of roadways performed. Sand and sandbags replenished and made available at pickup locations for citizens use. After Flood Actions: Coordinate State and Federal Preliminary Damage Assessment teams. Provided assistance on assessing Public and Private damage to qualify for Federal and State Disaster Assistance. Coordinate and host Federal Disaster Recovery Centers and Applicant's Briefing. for Contra Costa County and nearby counties. I I 1
