SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION RECOMMENDED ACTION: APPROVE and AUTHORIZE the Employment and Human Services Director, or designee, to execute a contract with Ms. Linda Rovai (#21-343-1) in the amount of$42,000 for support services to the Volunteer and Emergency Services Program, Central/East County, for the period April 1, 2006 through March 31, 2007. fINANC IAL IMPACT: $42,000 Administrative Overhead Costs: 20% County, 40% State, 40% Federal f'HH,DRF.N'S IMPACT STATEMENT* This contract supports all five of the community outcomes established in the Children's Report Card: 1) "Children Ready for and Succeeding in School"; 2) "Children and Youth Healthy and Preparing for Productive Adulthood"; 3) "Families that are Economically Self Sufficient"; 4) "Families that are Safe, Stable and Nurturing; and 5) "Communities that are Safe and Provide a High Quality of Life for Children and Families" by assisting families in crisis situations and promoting self sufficiency. RAC'KGROUNDe Ms. Rovai provides Season of Sharing(SOS) and support services to the Volunteer and Emergency Services Program, Central/East County. The Employment and Human Services Department's Volunteer and Emergency Services Program receives a grant from the San Francisco Chronicle Season of Sharing Program (SOS) Campaign which provides financial assistance to low income families and individuals in crisis assisting them with emergency housing, medical equipment, and furniture (i.e. baby cribs). The program goals are to remove barriers to employment, housing and other basic needs; maintain the family unit; and,promote self-sufficiency. The Volunteer and Emergency Services Program fundraises and obtains in-kind donations to provide emergency food, clothing, toys, and educational supplies, thereby minimizing the crisis fan and individuals experience.
