FROM: JOE VALENTINE, EXECUTIVE DIRECTOR COMMUNITY SERVICES DEPARTMENT Costa DATE: March 21, 2006 '�,�_ ° County A'couK SUBJECT: AUTHORIZATION TO EXECUTE AMENDMENT FOR 2006 HEAD START DELEGATE AGENCY CONTRACT SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION RECOMMENDATION: APPROVE and AUTHORIZE the Community Services Director, or designee, to execute a contract amendment with First Baptist Church to include an increase of$2,000 PA-22 (Operating Funds)for a Hispanic Head Start training and a reduction of$19,009 PA-22 (Operating Funds)for Head Start Delegate Agency childcare services for the period of January 1, 2006 through December 31, 2006. The amended contract will have a new total amount of$1,887,733. FISCAL IMPACT: The program is federally funded by the U.S. Department of Health and Human Services, Administration for Children and Families. First Baptist Church is responsible for the local, non-cash, in-kind match of$471,933. Funding for the period of January 1, 2006 through June 30, 2006 is included in the Department's FY 2005-06 budget. Funding for the period of July 1, 2006 through December 31, 2006 will be included in the Department's proposed FY 2006=07 budget. There is no net County cost to this contract. CHILDREN'S IMPACT STATEMENT: The Community Services Department supports two of Contra Costa County's community outcomes: "Children Ready for and Succeeding in School" and "Families that are Safe, Stable and Nurturing." These outcomes are achieved by offering comprehensive services, including high quality early childhood education, nutrition, health and social services, along with a strong parent involvement focus, to low-income children throughout Contra Costa County. The overall goal of the program is to bring about a greater degree of social competence in preschool children from low-income families. REASONS FOR RECOMMENDATIONS/BACKGROUND: On November 15, 2005, the Board of Supervisors authorized the Community Services Department to execute a contract with First Baptist in support of the 2006 Head Start continuation grant application to the U.S. Department of Health and Human Services, Administration for Children and Families (ACF)to continue Head Start program services to program eligible children and their families for the period from January 1, 2006 through December 31, 2006. Approval of the contract with First Baptist allowed for continuing Head Start Delegate Agency services to 257 program eligible children ages three (3) to five (5)years for both full-day and part-day childcare programs. Subsequent to this action, the Department was notified by ACF in February 2006 that all Head Start programs nation-wide would be subject to a funding reduction of one percent(1%), retroactive to January 1, 2006 for the 2006 program year. For the Delegate Agency, this reduction translates to a loss of$19,009 in Head Start PA-22 funds. The Delegate Agency has prepared a revised budget, with reductions in the following areas: building maintenance/repair, nutrition program, parent services and training. The revised budget was approved by the First Baptist Board of Directors on February 9, 2006 and by the Local Policy Committee on February 14, 2006. The$2,000 increase is for supplemental funding offered to the Delegate Agency to substantially cov r costs to send up to two people to the National Head Start Hispanic Institute Conference in 2006.
