Housing Reward Grant
SPECIFIC REQUESTS) OR RECOMMENDATIONS(S) & BACKGROUND AND JUSTIFICATION
RECOMMENDATIONS
ADOPT Resolution 2006/117 authorizing the Deputy Director, Redevelopment to enter into a Standard Agreement
and related documents with the State of California for the purposes of securing.a Workforce Housing Reward
(WFH) Grant of approximately $20,000.
FISCAL IMPACT
No General Fund impact. WFH grants are required to be used for the construction'or acquisition of capital
assets.
BACKGROUND/REASONS FOR RECOMMENDATIONS
The State of California Department of Housing and Community Development (Department) released an
Application Package in December 2005 for the Workforce Housing Reward Granit(WI,H Grant). Funding for
WFH has been made available pursuant to the Housing and Emergency Shelter Trust Fund of 2002 (Proposition
46)..:The County applied for the WFI-1 Grant, and must authorize the execution of a Standard Agreement and any
Amendments thereto, and any other documents necessary to secure a WFI1 Grant:

Subject: Workforce Housing Reward Grant)
Approval for Execution of Standard Agreement)
WHEREAS The State of California Department of Housing and Community Development
(Department) has issued a Notice of Funding Availability dated May, 2005 (NOFA), under its
Workforce Housing Reward Grant Program (WFH Grant).
WHEREAS, The County of Contra Costa, a political subdivision of the State of California,
(Applicant) desires to apply for a WFH Grant and submit the Application Package released
December 2005 by the Department for the WFH Program.
WHEREAS, the Department is authorized to approve funding allocations for the WFH
Program, subject to the terms and conditions of the NOFA, Program Guidelines, Application
Package and Standard Agreement.
NOW, THEREFORE, BE IT BY THE BOARD RESOLVED i
1. Applicant is hereby authorized and directed to apply for and submit to the Department the
Application Package released December 2005 by the Department for they WFH Program. If the
application is approved, Applicant is hereby authorized and directed to enter into, execute, and
deliver a State of California Standard Agreement (the "Standard Agreement"), and any and all
other documents required or deemed necessary or appropriate to secure a WFH .Grant from
the Department, and all amendments thereto (collectively, the "WFH Giant Documents").
2. Applicant shall be subject to the terms and conditions as specified in the Standard
Agreement. Funds are to be used for allowable capital asset project expenditures to be
identified in Exhibit A of the Standard Agreement. The application in full is incorporated as
part of the Standard Agreement. Any and all activities funded, information provided, and
timelines represented in the application are enforceable through the Standard Agreement.
Applicant hereby agrees to use the funds for eligible capital asset(s) in the manner presented in
the application as approved by the Department and in accordance with the NOFA and Program
Guidelines and Application Package.
3. That James Kennedy, Deputy Director-Redevelopment or his designee is/are authorized to
execute in the name of Applicant the Application Package and the WFHIGrant Documents as
required by the Department for participation in the WFH Program. i

The WFH Grant is available to cities and counties that meet minimum threshold requirements. The County must
have a Housing Element that is in compliance with State law, have submitted its annual llousing Element
progress report, and have both made final project approvals and issued building permits for new housing units
affordable to very-low and low income households. The County meets the first two requirements and the
California Autism Foundation's ABC Apartment project in El Sobrante should meet the third.
The State requires that grant fitnds be used for the construction or acquisition of capital assets that serve to
benefit the community. Staff expects approximately $20,000 in grant funds will be used for the Children's
Garden at the El Sobrante Library.
