FINANCIAL, IMPACT: The financial impact of this board order increases expenditures and revenue levels of the FY 2005-2006 budget through the recognition of State funding. The funding increases the Department's ability to hire the four new positions (one (1) Clerk Specialists level and three (3) Clerk Senior Level) for the balance of the fiscal year. The action is supported by100% State funds. No additional county funds are required. BACKGROUND: The positions requested are requested to support the CaIWIN required database of providers. The database allows workers to pick and pay for certified providers of essential client services for child care, rent, utilities, counseling, legal guardians, interpreters, medial facilities, doctors, schools, foster care parents or placement facilities, and other designated eligible services paid out of Ca1WIN, for a Ca1WORKS, adult or children's services, case. This unit registers and maintains the database for address, payee, and tax identification information for the annual filing of income paid by the County on IRS form 1099 reported by the Department. On a temporary basis there are six (6) agency clerks doing the task to input the initial data. Agency staff will be replaced and reduced in number by permanent staff. On an ongoing basis unit staff will work with social workers and eligibility workers to clarify incorrect information in the database with emphasis on tax information. The database has over 16,000 provider names and is increasing. The three (3) Senior Clerks will get lead direction from the Clerk Specialist Lead. Funding forlthese positions will come from state programs and reallocated state funds. The positions will not require additional county funds. CONSF. IJENCES OF NEGATIVE. ACTION: If this action is not approved, the Department will have insufficient staff to maintain the payment registry slowing provider payments. The responsibility to file County IRS 1099 information will be slowed and the County could be fined for inaccurate tax information. If tax information is inaccurate, the paid provider will require amended IRS 1099 forms requiring additional staff time to attend to errors. At the worst, the provider may drop put of the system for lack of fiscal accountability on the part of the County and services to clients decreased or not provided.
