The Board established the In-Home Supportive Services (IHSS) Public Authority
Advisory Committee in March 1998. In April 1999, the Board of Supervisors
accepted and approved the IHSS Public Authority Implementation Team Findings
and Recommendations, including recommendations regarding Advisory
Committee membership criteria. In March 2001, the Board approved
amendments to the membership criteria.
As amended, the Advisory Committee consists of 11 members: 4 Consumers
aged 60 or older, 2 Consumers aged under 60, and one member from each
Supervisorial District. The Internal Operations Committee reviews nominations
to the Consumer seats on the Advisory Committee.
Currently, the Public Authority Advisory Committee has four vacancies. One
Consumer over 60; one Consumer under 60; Supervisor Districts I and Il. A
poster/announcement was designed and distributed to the Public Authority
Advisory Committee, the Area Agency Council on Aging, each In-Home
Supportive Services unit in East, Central and West County and to all Senior
Centers in the county. An announcement about the vacancies has been included
in the most recent issues of the Public Authority Advisory Committee newsletter,
"Living Independently." Presentations regarding the vacancies were given to the
East, West, and Central County Senior Coalitions. Posters were also distributed
to the Mental Health Care Management Office.
The Public Authority has interviewed the attached three applicants for the
position of Consumer under 60 vacated by David Johnson and would like to
recommend Mike Fernandes to fill this vacancy. All three applications are
attached for your review.

There are currently four vacant seats on the Advisory Committee — one for an
IHSS recipient under 60 years of age and one for an IHSS recipient over 60 ''
years of age, two for professionals in the health and human services fields
in Supervisorial Districts I (West County) and II (Hercules, Martinez, and ry
Lafayette areas). ;

The Advisory Council on Equal Employment Opportunity is recommending that Henry
Rick Alcaraz be appointed to the labor organizations (trade unions) involved in training
programs such as programs to become apprentice and journey level trade workers.
Background
The Advisory Council on Equal Employment Opportunity was established by the Board
of Supervisors on July 9, 1991. The Advisory Council advises the Board of Supervisors
on the implementation of the County's Affirmative Action Programs, Outreach Program,
Small Business Enterprise Program, and Disadvantaged Business Enterprise Program.
The Advisory Council consists of eleven members as follows:
• two representing County management;
• two representing employee organizations;
• three representing Contra Costa County community;
• one representing education;
• one representing the disabled community;
• one representing businesses (such as Minority Business Enterprises,
Women Business Enterprises, Small Business Enterprises, Other
Business Enterprises, Disabled Veterans Business Enterprises, and/or
Local Business Enterprises);
• one representative of labor organizations (trade unions) involved in
training programs for apprentice and journey trade workers
The two employee organization seats are for two year terms and are rotated as follows:

recommendation is then forwarded to the Internal Operations Committee where they may
appoint the recommended candidate or they may conduct their own interview and select
the new Advisory Council member. The labor trade organization involved in a training
program representative is currently vacant.
Recruitment of Applicants
In accordance with the October 12, 1999 memorandum from the Internal Operations
Committee to Department Heads responsible for staffing selected advisory bodies, the
Advisory Council on Equal Employment opportunity mailed letters and applications to
various community groups, organizations, and interested persons. One application was
received. The applicant was interviewed at the February 24, 2006 Advisory Council
meeting.
The applicant displayed the experience and type of commitment needed for effective
participation on the Advisory Council.
Recommendation
The Advisory Council recommends that Henry Rick Alcaraz be selected as the Labor in a
trade organization involved in a training program representative of the Advisory Council.

BACKGROUND:
Thle Workforce Development Board (WDB) was created pursuant to the federal Workforce
Investment Act of 1998 to replace the Contra Costa County Interim Workforce Investment
Board and its predecessor, the Contra Costa County Private Industry Council, by June 30,
2000. The WDB has responsibility for overall workforce investment policy, a workforce
development plan, and oversight of the One-Stop Career Center system. Under the
Workforce Investment Act, the "Chief Elected Official' (County Board of Supervisors) is
designated as the appointing authority for membership on the WDB. The WDB has 39
seats: Business members (20), Education members (3), Labor members (2), Community-
Based members (3), Economic Development members (2), and One-Stop Mandated
Partners (9). The Internal Operations Committee (IOC) screens all WDB nominations.
The Workforce Development Act requires that the Workforce Development Board
membership include a representative from each one-stop mandated partner. One-stop
mandated partners receive federal Community Service Block Grand funding and provide
core one-stop workforce development services. Note that the One-Stop Mandated Partner
seats are ex-officio in nature and do not have specific term expirations.
T le Internal Operations Committee, at its March 20, 2006 meeting, approved the
nominations of the WDB Executive Director, and now proffers its recommendations to the
