RECOMMENDED ACTION:
DETERMINE that the Coggins Drive Crosswalk project is a California Environmental Quality Act(CEQA),Class 3
Categorical Exemption, and
DIRECT the Director of Community Development to file a Notice of Exemption with the County Clerk, and
AUTHORIZE the Public Works Director to arrange for payment of a $25 fee to Community Development for
processing, and a $25 fee to the County Clerk for filing the Notice of Exemption, and
APPROVE the project and AUTHORIZE the Public Works Director, or designee, to advertise the project.

FISCAL IMPACT:
There is no impact to the County General Fund. The estimated project cost is $125,000, funded by Contra Costa
County Redevelopment Agency(100%).
REASONS FOR RECOMMENDATIONS AND BACKGROUND:
The purpose of this project is to provide residents of the community a crosswalk across Coggins Drive at Wayside
Plaza to access the Ironhorse Trail, as requested by Contra Costa Centre Area Municipal Advisory Committee.
The project consists of removing existing roadway,concrete curb,gutter,and sidewalk;installing concrete bulbouts,
sidewalks, American with Disabilities Act (ADA) curb ramps, concrete path, pedestrian signs, drainage
improvements, striping, adjusting existing signs and utilities. Real property transactions may be necessary in
support of this project. At least one lane of traffic will be open at all times during construction activities.
It can be seen with certainty that there is no possibility that the project may have a significant adverse effect on the
environment.
CONSEQUENCES OF NEGATIVE ACTION:
Delay in approving the project will result in a delay of design and constriction and may jeopardize funding.

The project will not have a significant effect on the environment. The recommendation is
based on the following: The project consists of construction and installation of limited numbers of small
new facilities. The project will not result in the removal of any scenic resources.
Changes to the project would mitigate the identified impacts N/A

GENERAL CONSIDERATIONS:
1. Location: The project is located in unincorporated central County area between the cities of
Pleasant Hill and Walnut Creek, on Coggins Drive (Figs. 1-3).
2. Project Description: The purpose of this project is to provide residents of the community a
crosswalk across Coggins Drive at Wayside Plaza to access the Ironhorse Trail, as
requested by Contra Costa Centre Area Municipal Advisory Committee.
The project consists of removing existing roadway, concrete curb, gutter, and sidewalk,
installing concrete bulbouts, sidewalks, American with Disabilities Act (ADA) curb ramps,
concrete path, pedestrian signs, drainage improvements, striping, adjusting existing signs
and utilities.
On the east and west side of Coggins Dr. at Wayside Plaza, roadway (approx. 6 ft. wide by
30 feet long) will be excavated to accommodate installed bulbouts on both sides of Coggins
Dr.. Bulbouts are circular concrete curb extensions that will allow pedestrians to be seen
easily and shorten the distance for pedestrians to cross Coggins Dr. The bulbouts will blend
with the edge of pavement. ADA curb ramps will be installed on the bulbouts and crosswalks
will be installed to connect the curb ramps (Fig. 3).
On the south side of Wayside Plaza, approximately 5 square feet of landscape shrubbery will
need to be removed and the existing sidewalk extended, to accommodate an ADA compliant
curb ramp (Fig. 3).
On the east side of Coggins Dr., a concrete path (approximately 5ft. wide by 40 ft. long)will be
constructed, leading from the back of existing sidewalk and behind the new installed bulbout
to an existing graveled trail (Fig. 3). The trail eventually connects to the Ironhorse Trail.

Manholes may need to be raised, signs adjusted, and a drainage inlet will be installed south
of the bulbout to connect to the existing 24-inch storm drain line.
In order to minimize damage to any near by trees, any roots exposed during excavation will
be cut cleanly and tree branches will be trimmed. No tree removal will be necessary. Real
property transactions may be necessary in support of this project. At least one lane of traffic
will be open at all times during construction activities.
