SUBJECT: Issuance of the Request for Proposals (RFP) #1087 Family and Children's Trust (FACT)
Committee Child Care Affordability Funding.
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
RECOMMENDED ACTION:
APPROVE and AUTHORIZE the Employment and Human Services Department Director, or his designee, to
Issue Request for Proposal (RFP) #1087 for the Family and Children's Trust (FACT) Committee in the amount
of approximately$250,000 for child care services and subsidies for low-income families for the period of
July 1, 2006 tlu-ough June 30, 2007.
FINANCIAL IMPACT_
$250,000 100% Child Care Affordability Funds from the Transient Occupancy Tax (TOT).
CHILDREN'S IMPACT STATEMENT*
The contracts will support all five of the Community Outcomes: (1)"Children Ready for School"; (2)"Children
and Youth Healthy and Preparing for Productive Adulthood"; (3) "Families that are Economically Self
Sufficient"; (4) "Families that are Safe, Stable and Nurturing"; and, (5) "Communities that are Safe, and Provide
a High Quality of Life for Children and Families" by availing families, especially low income families, of safe,
affordable child care through direct services or subsidies, thereby, assisting in the stabilization of the family unit
and the provision of opportunities for individuals to complete their education and obtain and maintain
unsubsidized employment.
BACKGROUND:
In February 1997, the Board approved a recommendation from the Family and Human Services Committee that
the Family and Children's Trust Committee (FACT)be responsible for establishing priorities for use of the
Child Care Affordability funds and recommending to the Board those agencies and contract amounts to be
supported with these funds.
FACT undertook an extensive needs assessment process between October 2005 — February 2006 to establish the
priorities to be addressed in this RFP. Meetings were held with staff from the primary childcare agencies in the
county, over 100 surveys of service providers were distributed, and 1,600 parents/caretakers were interviewed in
person or by phone (in Spanish or English) to determine their views on the most pressing needs for child care
services countywide. In addition to this data collection, public hearings were held in Pittsburg, Richmond, and
Pleasant Hill to avail community residents an opportunity to discuss their experiences and needs for affordable
childcare.

As a result of the information gathered at the meetings and hearings and analysis of the survey data, the
following priorities were established and these will form the basis of the competitive RFP:
1. Up to 80,000 for teen parent child care programs on-site or in close coordination with the schools at
which the teens are enrolled that include additional support services to encourage continued school
enrollment, improved parenting skills, employment assistance/training, mentoring/tutoring, etc.
2. Up to $50,000 for child care subsidies for low-income working parents whose income has recently
reached 76-85% of the state medium income to provide up to 6 months of transitional childcare.
3. At least $120,000 for parent choice infant/toddler subsidies for low income working parents
countywide.
In addition to selecting programs based on the above specific priorities, the FACT Committee will give
significant consideration to programs that:
)% Provide geographic distribution of finding.
Target populations of greatest need.
%- Apply best practices in program design and delivery of services.
Facilitate accessibility of services, and
Include data collection activities as part of their program.
The period of funding for selected programs will be July 1, 2006 through June 30, 2007 with the option for a
one-year renewal pending the availability of funds and the provision of quality services as determined by the
FACT Committee's on going monitoring and evaluation of the programs through site-visits and data collection.
