DIRECT the Director of Community Development to file a Notice of Exemption with the County Clerk, and
AUTHORIZE the Public Works Director to arrange for payment of a $25 fee to Community Development for
processing, and a $25 fee to the County Clerk for filing the Notice of Exemption, and
APPROVE the project and AUTHORIZE the Public Works Director, or designee, to advertise the project.

.FISCAL IMPACT:
]'here is no impact to the County General Fund. The estimated project cost is $550,000, which will initially be
funded through a loan and subsequently repaid via annual sewer service charges from the users of the sewer system.
REASONS FOR RECOMMENDATIONS AND BACKGROUND:
T11e project consists of the repair,maintenance and replacement of existing equipment at the Sanitation District No.
`i wastewater treatment facility, in Port Costa.
The purpose of the project is to repair two sand filtration beds and dispose of(or rejuvenate and re-utilize) ally
impacted sand, as appropriate. The project also consists of removing outdated chemical feed equipment and
replacing it with updated, flow-paced equipment to minimize the amount of chemicals exiting the facility.
The discharge of effluent from the wastewater treatment facility is regulated by NPDES Permit No. CA0037885.
The maintenance repairs and safety improvements being conducted are required by order of the San Francisco Bay
Regional Water Quality Control Board.
All of the maintenance work will be conducted on existing public facilities. The work will be compliant with State
wastewater regulations and will be conducted in coordination with the State Water Resources Control Board and the
San Francisco Bay Regional Water Quality Control Board. All of the repairs are necessary in order to restore the
system to its originally designed capacity. None of the repairs nor the safety improvements will create an expansion
Of use beyond the originally designed capacity of the wastewater treatment facility.
It can be seen with certainty that there is no possibility that the project may have a significant adverse effect on the
environment.
CONSEQUENCES OF NEGATIVE ACTION:
Delay in approving the project will result in a delay of design and construction and may jeopardize fLinding.

GENERAL CONSIDERATIONS:
1. Location: The project site is located at the end of Canyon Lake Drive in Port
Costa, California. (See attached figures and Assessor's Map)
2. Project Description:
The project consists of the repair, maintenance and minor alterations to the already existing
equipment at the wastewater treatment facility and within the sanitation district in Port Costa.
The following list details the different elements of the project:
1) Repair of two of the filter beds: Two of the four sand filtration beds will be repaired. Any
impacted sand will be removed and taken to an appropriately classed landfill. The remaining
sand will be temporarily removed from the beds, the concrete will be repaired and/or a liner will
be placed in each bed, and the sand will be replaced. New sand will also be imported to bring
the level of sand up to its intended depth.
2) Removal and replacement of sand in the remaining two filter beds: The impacted sand in the
remaining two beds will be removed and taken to an appropriate landfill facility, and new sand
will be imported.
3) Replacement of the chemical feed equipment and redundancy pumps: Outdated chemical
feed equipment will be replaced with updated, flow-paced equipment which will minimize the

amount of chemicals exiting the facility. Redundancy pumps will be installed to ensure a
constant supply of chemicals, should one pump fail.
4) Standby emergency generator: A standby emergency generator will be wired into the
system to prevent system malfunctions during power outages. This safety precaution
will help prevent partially treated sewage from leaving the facility.
5) Auto-dialer alarm for equipment: The equipment will be connected to an auto-dialer
system which will notify the operator of any system malfunctions.
6) Dosing structure siphons: The dosing structure siphons will be reconnected in order for
the dosing structure to work in an automatic mode.
7) Replacement of piping on #3 and #4 pumps in the recirculation building: Piping will be
installed to provide an alternate path for disinfection solution to the chlorine basin.
In order to ensure uninterrupted sewer service to Port Costa residents, the wastewater

NOTICE TO CONTRACTORS
The Public Works Director, on behalf of Contra Costa Sanitation District No. 5, will receive
sealed bids at the Public Works Department, C.C. Rich Building, 255 Glacier Drive, Martinez,
California 94553-4897, until 2 o'clock p.m., on October 17, 2006, at which time they will be
publicly opened and read, for: PORT COSTA TREATMENT FACILITY UPGRADES.
General Work Description:
Construction and removal of a temporary railroad crossing and installation of sewage
treatment facility upgrades, including the following: Rehabilitation of existing filter bed system;
installation of new dome supports to reattach the existing dosing structure; installation of new
chemical feed equipment including dosing PUMPS, a residual chlorine analyzer and
miscellaneous PVC piping; installation of a new standby electrical generator, motor control
center (MCC) and electrical room; and installation of a programmable logic controller (PLC) and
auto dialer alarm system.
.Engineer's cost estimate: $350,000
A field meeting will be held on September 25, 2006 at 10:00 a.m. at the Port Costa Treatment
Facility (Railroad Avenue, Port Costa) to view the facility and clarity proposed work. Prospective
bidder's attendance is hibhl-v recommended.
Contract Documents, including plans and specifications, may be viewed and/or obtained at the
Public Works Department, C.C. Rich Building, 255 Glacier Drive, Martinez, California 94553-
4897, Monday - ThLn-sday (7:00 a.m. - 12 Noon and 1:00 p.m. - 5:00 p.m.) (closed Fridays). To
obtain plans and specifications a service charge is required in the amount of $ 38.00 (sales tax
included). Plans and specifications may be ordered by mail for an additional shippina and
handlinL tee of$ 5.00 . Checks shall be made payable to The County of Contra Costa' and be
mailed to the above address. The Public Works Department does not guarantee the arrival of the
plans and specifications in time for bidding. Plans and specifications will not be sent overnight
mail.
This project is to be advertised pursuant to Public Contract Code 20783.
This contract is subject to state contract nondiscrimination and compliance class requirements
pursuant to Government Code, Section 12990.
The Contractor shall possess a Class A License at the time the Contract is awarded.
Bids must cover the entire project, and neither partial nor contingent bids will be considered.
The successful bidder shall furnish a payment bond and a performance bond.
The Board has ascertained the general prevailing rate of wages applicable to this work. The
prevailing rate of per diem wages is on file with the Clerk of the Board of Supervisors, and is
incorporated herein by reference thereto, the same as if set forth in full herein. For any
classification not included in the list, the minimum wage shall be the general prevailing rate for
Contra Costa County.
The bid opening date may be extended by addendum issued by the Public Works Department no
later than October 13, 2006, in which case any bids submitted for the original bid opening will be
returned unopened and sealed bid proposals for the extended bid opening shall be submitted on or
before October 31, 2006, at 2:00 p.m., and will be opened, read and recorded at the same place
specified above. All proposals received late will be returned unopened.
The said Board reserves the right to reject any and all bids or any portion of any bid and/or
waive any irregularity in any bid received.

CALIFORNIA PUBLIC_CONTRACT CODE
20780. The provisions of this article shall apply to contracts by sanitation districts as provided for in the
County Sanitation District Act pursuant to Division 5 (commencing with Section 4700)of the Health and Safety
Code.
20782. A district may make and perform any agreement with any public or private corporation of any kind or
any person for the joint construction, acquisition, disposition, or operation of any property or works of a kind
which might be constructed, acquired, disposed of, or operated by the district.
20783. When work is done by the district itself by force account, the amount shall not exceed five thousand
dollars ($5,000). When the expenditure required for the work exceeds thirty-five thousand dollars ($35,000), it
shall be contracted for and let to the lowest responsible bidder after notice. The notice inviting bids shall set a
date for the opening of bids.The first publication or posting of the notice shall be at least 10 days before the
date of opening the bids. Notice shall be published at least twice, not less than five days apart, in a newspaper
of general circulation, printed and published in the district, or if there is none, it shall be posted in at least
three public places in the district that have been designated by the district board as the places for posting this
notice. The notice shall distinctly state the work to be done. In its discretion, the district board may reject any
bids presented and readvertise. If two or more bids are the same and the lowest, the district board may accept
the one it chooses. If no bids are received, the district board may have the work done without further bid. If all
bids are rejected, the district board, on a resolution adopted by a four-fifths vote, may declare that the work
can be performed more economically by day labor, or the materials or supplies furnished at a lower price in the
open market and may have the work done in a manner stated in the resolution in order to take advantage of this
tower cost. If there is a present or anticipated great public calamity, including an extraordinary fire, flood,
storm, or other disaster the district board may, by resolution adopted by a four-fifths vote declaring that the
public interest and necessity demand immediate expenditure of public money to safeguard life, health, or
property, expend any sure required in the emergency without submitting the expenditure to bid. Cost records of
the work shall be kept in the manner provided in Sections 4000 to 4007, inclusive, of the Government Code. This
section shall not apply to sewerage maintenance, repair work, or to any uncompleted works under construction
by district forces prior to the enactment of this section, and shall not be construed to exempt any work from
Part 7(commencing with Section 1720) of Division 2 of the Labor Code.
20784. ALI bids for construction work shall be presented under sealed cover and shall be accompanied by one
of the following forms of bidder's security.
(a) Cash.
(b) A cashier's check made payable to the district.
(c) A certified check made payable to the district.
(d)A bidder's bond executed by an admitted surety insurer, made payable to the district. Upon an award to
the Lowest bidder, the security of an unsuccessful bidder shall be returned in a reasonable period of time, but in
no event shall that security be held by the district beyond 60 days from the time the award is made.
