BOARD OF SUPERVISORS Contra FROM: JOE VALENTINE, DIRECTOR _ - ,• COMMUNITY SERVICES DEPARTMENT ` s Costa DATE: March 14, 2006 County s'A �aUK SUBJECT: AUTHORIZATION TO SUBMIT REVISED GRANT APPLICATION FOR 2006 EARLY HEAD START CONTINUATION GRANT Specific Request(S) or Recommendation (S) & Background and Justification RECOMMENDATION (S): APPROVE and AUTHORIZE the Community Services Director, or designee, to reapply to the U.S. Department of Health and Human Services, Administration for Children and Families in the amount of $1,939,267 for Early Head Start program services for the period January 1, 2006, through December 31, 2006. FINANCIAL IMPACT: If this grant application is approved by the U.S. Department of Health and Human Services, Administration for Children and Families, $1,939,267 will be reflected in the Department's FY 2005-06 and proposed FY 2006-2007 Budgets. The County, as the Grantee, is required to generate a 20 % non- federal, in-kind; non-cash match in the amount of$434,817. CHILDREN'S IMPACT STATEMENT The Community Services Department supports two of Contra Costa County's community outcomes: "Children Ready for and Succeeding in School" and "Families that are Safe, Stable and Nurturing." These outcomes are achieved by offering comprehensive services, including high quality early childhood education, nutrition, health, and social services, along with a strong parent involvement focus, to low-income children throughout Contra Costa County. The overall goal of the program is to bring about a greater degree of social competence in preschool children from low-income families. REASONS FOR RECOMMENDATIONS/BACKGROUND: On September 13, 2005, the Board of Supervisors authorized the Community Services Department to submit for and accept funding from the U.S. Department of Health and Human Services, Administration for Children and Families in the amount of$1,958,856 for 2006 Early Head Start program services. The Department was subsequently notified by the Administration for Children and Families in February of 2006 that all Early Head Start programs nation-wide would be subject to a funding reduction of one percent (1%), retroactive to January 1, 2006 for the 2006 program year. For Contra Costa County, this one percent reduction translates to a loss of Early Head Start funds and services in the amount of $19,589. The Department was further directed to prepare and submit to Administration for Children and Families by March 16, 2006 a revised grant application and budget reflecting the revised 2006 budget allocation of $1,939,267. The revised 2006 Early Head Start grant application was approved by the Head Start Executive Board on February 28, 2006, and will be presented to the Head Start Policy Council at its next meeting for ratification of the Executive Board's approval on March 15, 2006. The Department has reduced its 2006 Early Head Start budget in the line items of indirect costs, equipment maintenance, travel, supplies, contractual services and other costs in order to cover this budget reduction.
