CONTRA FROM: Lori Gentles, Assistant County Administrator- Director of Human Resources COSTA DATE: March 14, 2006 Yn��TA'��iJr+'tt �~ COUNTY SUBJECT: Adopt P300 #20043 C _ 3 SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION RECOMMENDATION: ADOPT Position Adjustment Resolution No. 20043 adding two (2) Business Services Representative positions in the Employment and Human Services Department as recommended by the Human Resources Director. ANNUAL & FISCAL IMPACT: There are no net County Costs associated with this action. The costs are offset by state and federal funding for the CalWORKS program. _BACKGROUND: The Employment and Human Services Department is requesting the addition of two (2) Business Services Representative positions in the Workforce Services Bureau for the CalWORKS program. New Performance Measures have been set by the state requiring these position additions to meet required service levels. Two (2) years ago Business Services Representative positions were lost due to budget reductions and clients becoming self-sufficient drastically dropped. The addition of the positions are warranted to develop marketing plans to inform employers of the One-Stop Centers and their services; identify employer workforce development needs to be served by the One-Stop Center and coordinate within center staff; coordinate employer needs and job openings with all community partners to facilitate job placement within serving agencies; work with Contra Costa County employers to create new job opportunities for clients; and prepare outcome measure reports for inclusion in periodic One-Stop Centers status reports. CONSEQUENCE OF NEGATIVE ACTION: If these positions were not added, performance measures may not be met and state funding for the CalWORKS program may be affected.
