"- -��' Contra FROM: Anne Cain, County Librarian Costa C DATE: March 14, 2006 °os---------- County ._ C o 1.11 n ty '4 COU21'� � SUBJECT: Proposition 81: The California Reading and Literacy Improvement and Public Library Construction and Renovation Bond Act of 2006 SPECIFIC REQUEST(S)OR RECOMMENDATION (S)& BACKGROUND AND JUSTIFICATION RECOMMENDATION SUPPORT Proposition 81: The California Reading and Literacy Improvement and Public Library Construction and Renovation Bond Act of 2006, as recommended by the County Librarian. FINANCIAL IMPACT None BACKGROUND Existing law authorized the issuance of bonds in the amount of$75 million in the 1988 act and in the amount of$350 million in the 2000 act, for the purpose of financing library construction and renovation. The City of Clayton was awarded funding for a new library from the 1988 act. The cities of Hercules and Lafayette were awarded funding for new libraries from the 2000 act (Proposition 14). Funds from Proposition 14 are being used to build, expand and improve over 1.5 million square feet for 45 local public libraries in California. Due to the overwhelming need for public library construction and renovation statewide, the California Public Library Construction and Renovation Board denied 75% of qualified applications. Despite receiving outstanding (Antioch and Walnut Creek) and very good (San Ramon) ratings by the State Bond .Board, these projects, along with 60 other projects needing over $500 million in state funds remain Unfunded from the last cycle of the Library Bond Act of 2000. Proposition 81 will be on the June 6, 2006 ballot. If it passes, it will authorize the issuance of$600 million for the purpose of financing public library construction and renovation. Up to $300 million can be allocated to unfunded projects from the 2000 Bond. Additionally, $300 million will be available for new projects. Currently, the following communities in Contra Costa County are determining the need for or are planning new or renovated public libraries: Antioch, Bay Point, Brentwood, El Cerrito, Kensington, Martinez, Pittsburg, Pleasant Hill, Richmond, San Ramon and Walnut Creek.
