I
TO: Board Members
FROM: Stephen J. Ybarra, Auditor-Controller
SUBJECT: 2005-06 Annual Report of Property Taxes
Each year my office is required to file with the State Controller a report of estimated property tax
apportionments. Included in the report are estimates of the local property taxes that will be shifted
to the State via the"ERAF"process. I thought I would share with you the amounts we anticipate
transferring this year, and the cumulative amounts we have transferred since 1992/93 (the first year
of the State raid on local property taxes).
On the attached worksheet you will note that, for the 2005/06 fiscal year, we anticipate transferring
a total of$241,272,791 from local taxing entities in Contra Costa County to ERAF($233,374,475
net plus $7,898,317 redevelopment loss backfill). Of this total, $154,211,806 will come from the
County's General Fund;the cities and special districts have much lower ERAF obligations.
Since 1992/93, total transfers to ERAF have exceeded 1.8 billion dollars! The County General
Fund's portion of the total is $1,350,225,679.
