SUBJECT: Approval of Novation Contract#24-925-12 with Lincoln Child Center
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
RECOMMENDATION(S):
Approve and authorize the Health Services Director, or his designee (Donna Wigand) to execute on behalf of
the County,Novation Contract#24-925-12 with Lincoln Child Center, a non-profit corporation, in an amount
not to exceed $1,541,931, to provide school-based mental health services for severely emotionally disturbed
students and their families, for the period from July 1, 2005 through June 30, 2006. This Contract includes a
six-month automatic extension through December 31, 2006, in an amount not to exceed $770,966.
FISCAL IMPACT:
This Contract is funded 48% by Federal FFP Medi-Cal, 45% by State Early and Periodic Screening,
Diagnosis and Treatment ("EPSDT"), 1% by Mt. Diablo Unified School District, 3% by Pittsburg Unified
School District, and 3%Required County Match.
CHILDREN'S IMPACT STATEMENT:
This EPSDT program supports the following Board of Supervisors' community outcomes: "Children Ready
For and Succeeding in School"; "Families that are Safe, Stable, and Nurturing"; and "Communities that are
Safe and Provide a High Quality of Life for Children and Families". Expected program outcomes include an
increase in positive social and emotional development as measured by the Child and Adolescent Functional
Assessment Scale(CAFAS).
BACKGROUND/REASON(S) FOR RECOMMENDATION(S):
This Contract meets the social needs of County's population in that it provides therapy, medication support,
case management, outreach, and crisis intervention services to elementary aged students in East County in
order to reduce the need for out-of-home placements.
On December 14, 2004, the Board of Supervisors approved Novation Contract 924-925-11 with Lincoln
Child Center, for the period from July 1, 2004 through June 30, 2005, (which included a six-month automatic
extension through December 31, 2005) for the provision of School-Based Mental Health Services for
Severely Emotionally Disturbed (SED) Students and their Families.
Approval of Novation Contract #24-925-12 replaces the automatic extension under the prior Contract and
allows the Contractor to continue providing services through June 30, 2006.
