FROM: William Walker, M.D.,Health Services Director Contra BY Jacqueline Pigg, Contracts Administrator & Costa DATE: January 24, 2006 `^ o County sr'9.Coi1N'� SUBJECT: Approval of Novation Contract#24-820-8 with Edgewood Center for Children and Families SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION RECOMMENDATION(S): Approve and authorize the Health Services Director, or his designee (Donna Wigand) to execute on behalf of the County, Novation Contract #24-820-8 with Edgewood Center for Children and Families, a non-profit corporation, in an amount not to exceed $65,000, to provide Therapeutic Behavioral'Services (TBS) for the .period from July 1, 2005 through June 30, 2006. This Contract includes a six-month automatic extension through December 31, 2006, in an amount not to exceed $32,500. FISCAL IMPACT: This Contract is 50%funded by Federal FFP, 47%by State EPSDT, and 3%Mental Health Realignment. CHILDREN'S IMPACT STATEMENT: This TBS program supports the following Board of Supervisors' community outcomes: "Children Ready For and Succeeding in School"; "Families that are Safe, Stable, and Nurturing"; and "Communities that are Safe and Provide a High Quality of Life for Children and Families". Expected program outcomes include an increase in positive social and emotional development as measured by the Child and Adolescent Functional Assessment Scale (CAFAS), increase in family satisfaction - as measured by the Parent Satisfaction Survey, decreased use of acute care system, and placement at discharge to a lower level of care. BACKGROUND/REASON(S)FOR RECOMMENDATION(S): The State Department of Mental Health has established a mandated program to provide Therapeutic Behavioral Services (TBS) to children ages 0-21 years of age and their families, who participate in the Early and Periodic, Diagnosis, and Treatment (ESPDT) Supplemental Specialty Mental Health services. This program provides services to eligible Medi-Cal beneficiaries less than 21 years of age who meet the Mental Health Plan medical necessity criteria, who are members of the certified class and who meet the criteria for needing these services. On March 8, 2005, the Board of Supervisors approved Contract #24-820-7 with Edgewood Center for Children and Families for the period from January 1, 2005 through June 30, 2005, (which included a six-month automatic extension through December 31, 2005) for the provision of Therapeutic Behavioral Services to County referred clients ages 0-21 years and their families. Approval of Novation Contract #24-820-8 will replace the automatic extension under the prior Contract, and allow the Contractor to continue providing services through June 30, 2006.
