SUBJECT: APPROVE and AUTHORIZE the Employment and Human Services Director, or designee, to
EXECUTE a contract with Gary Buchanan, an independent contractor, in an amount not to
exceed $47,254.

CION:APPROVE and AUTHORIZE the Employment and Human Services Director, or designee, to execute a
contract with Gary Buchanan in an amount not to exceed $47,254 to continue to provide project management
services in support of various Information Technology projects for the period March 1, 2006 through June 30,
2006. (Budget; Ca1WORKs Funding: 15% County Funding; 85% State Funding) (All Districts)

This contract supports all of the community outcomes established in the Children's Report Card: 1) "Children
Ready for and Succeeding in School"; 2) "Children and Youth Healthy and Preparing for Productive
Adulthood"; 3) "Families that are Economically Self Sufficient"; 4) "Families that are Safe, Stable and
Nurturing"; and 5) "Communities that are Safe and Provide a High Quality of Life for Children and Families,"
by providing staff with current system technology to effectively assist our client base.
BACKGROUND:
The role of Medi-Cal in California is undergoing rapid transformation. In Contra Costa County, the number of
recipients in the Medi-Cal program has grown from approximately 45,000 in January 2002 to approximately
57,000 at the end of 2004, increasing staff caseloads that now average over 400 clients per eligibility worker.
State Performance Review Standards, Senate Bill 87 (2002), and Mid-year Status Reports (2003) have forced
the county to add staff in an attempt to keep up with the increased workload.
In today's fiscal environment the County must now seek ways to become more efficient in servicing the
increasing client base. Fallowing investigative visits to other Bay Area counties, it was discovered that through
the implementation of centralized call center operations fiscal and case management efficiencies would be
achieved. Therefore, Employment and Human Services Department's Aging and Adult Services division made
the decision in 2004 to implement a call center operation to support the Medi-Cal program.
Mr. Buchanan was selected from a competitive procurement process, RFI 261, to oversee the planning,
implementation, and on-going operation of the Medi-Cal Call Center project as well as various Employment
Human Service Department Information Technology(IT)projects including, but not limited to: Implementing
Help Desk Modules,Upgrading Live Scan Systems,Reviewing and rewriting IT policies, implementing a
wireless network project, and CalWIN Information Server Management. 1-369-1)
