SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION REE MMF,NDFD ACTION: APPROVE and AUTHORIZE the Employment and Human Services Director, or designee, to EXECUTE a contract amendment with the Center for Human Development, effective February 7, 2006, to decrease the payment limit by$32,000 to the new payment limit of$113,000 with no change in the term of July 1, 2005 through June 30, 2006 to provide reduced job training,job retention, and work experience services. (Budgeted: 7% County; 16% State; 77%Federal) (District I) FIN A CTAT, IMPACT: $86,500: Promoting Safe and Stable Families (PSSF) Funds: 100%Federal $26,500: State Family Preservation Funds: 70% State; 30% County CHILDREN'S IMPACT STATFMFNT: This contract supports all of the community outcomes established in the Children's Report Card: 1) "Children Ready for and Succeeding in School"; 2) "Children and Youth Healthy and Preparing for Productive Adulthood"; 3) "Families that are Economically Self Sufficient"; 4) "Families that are Safe, Stable and Nurturing"; and 5) "Communities that are Safe and Provide a High Quality of Life for Children and Families," by providing mentoring programs, after school care, and outreach and support programs. BACKGROUND: The Center for Human Development (CHD) is the fiscal agent for the North Richmond Collaborative, a group of nonprofit agencies including Rubicon and Neighborhood House providing community-based services in North Richmond under the Promoting Safe and Stable Families (PSSF) Program. Services under this contract included after school care, mentoring programs, and job readiness training services. All 2005-2006 PSSF contracts were processed and renewed in May 2005 at their existing funding level with the assumption that Employment and Human Services Department (EHSD) would get the same level of PSSF allocation as last year. However, in late July, EHSD received notification that the county's PSSF allocation would be reduced by 31%. Due to this unexpected reduction, EHSD had to make corresponding reductions to the PSSF contracts. In determining what services would be eliminated or reduced, EHSD ensured that services were streamlined and that there was no duplication of services. This Board Order will authorize EHSD to reduce the CHD contract by$32,000 from $145,000 to $113,000.
