SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION RECOMMENDATION(S): Approve and authorize the Health Services Director, or his designee (Donna Wigand)to execute on behalf of the County, Novation Contract#74-083-12 with La Cheim School, Inc., a non-profit corporation, in an amount not to exceed $552,369, to provide Therapeutic Behavioral Services (TBS) for children age 0-21 who participate in the Early,and Periodic, Diagnosis and Treatment (EPSDT) Supplemental Specialty Mental Health Services, for the period from July 1, 2005 through June 30, 2006. This Contract includes a six-month automatic extension through December 31, 2006, in an amount not to exceed $276,185. FISCAL IMPACT: This Contract is funded 50% by Federal FFP Funds, 48% State EPSDT funds and 2% Mental Health Realignment Funds. CHILDREN'S IMPACT STATEMENT: This program supports the following Board of Supervisors' community outcomes: "Children Ready For and Succeeding in School"; "Families that are Safe, Stable, and Nurturing"; and "Communities that are Safe and Provide a High Quality of Life for Children and Families". Expected outcomes include all goals identified by Children's Statewide System of Care guidelines including an increase in family satisfaction - as measured by the Parent Satisfaction Survey, decreased use of acute care system; and placement at discharge to a lower level of care. BACKGROUND/REASON(S) FOR RECOMMENDATION(S): The State Department of Mental Health has been working in collaboration with the County's Mental Health Division to establish a mandated program to provide Therapeutic Behavioral Services (TBS)to children ages 0- 21 years of age, who participate in the Early and Periodic, Diagnosis, and Treatment (EPSDT) Supplemental Specialty Mental Health services. This program will provide services to eligible Medi-Cal beneficiaries under 21 years of age who meet the Mental Health Plan medical necessity criteria, who are members of the certified class and who meet the criteria for needing these services. On November 9, 2004, the Board of Supervisors approved Novation Contract #74-083-10 (as amended by Contract Amendment Agreement #74-083-11) with La Cheim School, Inc. for the period from July 1, 2004 through June 30, 2005, (which included a six-month automatic extension through December 31, 2005) for the provision of Therapeutic Behavioral Services (TBS)to County referred clients ages 0-21 years of age. Approval of Novation Contract #74-083-12 replaces the automatic extension under the prior Contract and allows the Contractor to continue providing services through June 30,2006.
