SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION RECOMMENDED ACTION: APPROVE and AUTHORIZE the Employment &Human Services Department Director, or designee, on behalf of the Workforce Development Board, to ACCEPT the Title I Workforce Investment Act subgrant modification de-obligating $34,050.89 to a new funding limit of$5,289,897.51 from the State of California Employment Development Department with no change in revenue agreement period of April 1, 2004 through June 30, 2006. (R588719 line 541) (#29-165-2) FINANCIAL IMPACT: No County Cost. De—obligation of$34,050.89 of Federal Workforce Investment Act funds. RACKGROUNDe The U.S. Department of Labor issued Workforce Investment Act (WIA) grant funding by formula to States for distribution to local Workforce Investment Boards to fund employment and employment-related services for adults, dislocated workers, and youth. The Board of Supervisors authorized the acceptance of the Program Year (PY) 2004/2005 WIA subgrant allocation of$1, 481,721 in youth formula funds (July 13, 2004, Item C.78). A series of subgrant modifications resulted in a total WIA funding of$5,323,948 (July 28, 2005, Item C. 57). This action recognizes the latest unilateral modification from the State de-obligating $34,050.89 from one of three Rapid Response funding line items. Rapid Response funds are used for adverting layoffs in the local area, including but not limited to, assisting dislocated workers to transition to new employment and providing incumbent worker training and job retention services.
