LANGO, DIRECTOR OF GENERAL SERVICES ' -" ''s COSTA DATE: FEBRUARY FEBRUARY 7, 2006 ------- COUNTY srqx''; SUBJECT: APPROVE AND AUTHORIZE A CONSULTING SERVICES AGREEMENT WITH ANSHEN + ALLEN ARCHITECTS TO PROVIDE ARCHITECTURAL SERVICES00 -S3 FOR A SITE FEASIBILITY STUDY OF 27TH STREET AND MACDONALD AVENUE, RICHMOND FOR THE HEALTH SERVICES DEPARTMENT SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION RECOMMENDATION 1. APPROVE a Consulting Services Agreement dated October 11, 2005 through February 28, 2006 with Anshen + Allen Architects in the amount of $60,000 to provide architectural services for a Site Feasibility Study of 27th Street and Macdonald Avenue, Richmond, and ADOPT the Notice of Exemption finding that this action is Statutorily Exempt from CEQA (Section 15262). 2. AUTHORIZE the Director of General Services or designee to execute the agreement. FINANCIAL IMPACT The project will be funded by the Health Services Department Enterprise Fund. BACKGROUND The Health Services Department is evaluating the feasibility and potential benefits of relocating the Richmond Health Center (RHC) to a site at the Civic Center owned by the City of Richmond located at the northwest corner of 27th Street and Macdonald Avenue as shown on the attached site map. The Consultant's services involve collecting and analyzing information and conducting a feasibility study of the proposed site. The work is limited to determining whether a project is feasible based on operational needs and site suitability. The intent of the study is also to provide sufficient information for discussion with the Capital Facilities Committee on a potential project. If a project is deemed feasible, a project description will be developed which will be subject to appropriate environmental review. Anshen + Allen previously prepared studies on the RHC and has comprehensive knowledge of the County's RHC program and operational requirements. In 2000, Anshen + Allen prepared a functional and space program for the RHC and in 2001 completed site evaluations of two sites for potential relocation, one next to the RHC's present site and another between 12th & 13th Streets, Nevin and Macdonald Avenues. Both sites lacked justification for further study. The Health Services Department, in consultation with the County Administrator's Office and the Department of General Services, has identified a potential site to relocate the RHC that is owned by the City of Richmond. The Consulting Services Agreement with Anshen + Allen will pvide the services necessary for evaluating the proposed City of Richmond site.
