SUBJECT: AUTHORIZATION TO EXECUTE COMMUNITY SERVICES BLOCK
CONTRACT WITH THE STATE DEPARTMENT OF COMMUNITY •
SERVICES AND DEVELOPMENT.
Specific Request(S) or Recommendation (S) & Background and Justification
RECOMMENDATION (S):
APPROVE and AUTHORIZE the Community Services Director or designee, to
execute and submit State Standard Agreement 06F-4708 with the State
Department of Community Services and Development in the amount of
$1,274,070 for the period of January 1, 2006 through December 31, 2007 for
Community Service Block Grant services.
FINANCIAL IMPACT:
This Agreement is federally funded through the State Department of
Community Services and Development. Funding for this Agreement is included
in the Community Services Department's FY 2005-06 budget, and will be
included in the Department's proposed FY 2006-2007 and FY 2007-2008
budgets. There is no net County cost to this contract.
REASONS FOR RECOMMENDATIONS/BACKGROUND:
This proposed two year Agreement between the County and the State
Department of Community Services and Development provides funding for the
Community Services Department's Community Action programs for program
eligible Low Income County individuals and families for the period of January 1,
2006, through December 31, 2007. Funds from this Agreement support the
Department's Administration of the Head Start, Child Development, Energy
Assistance, Weatherization, and other programs for low-income County
residents in accordance with the County's 2006 Community Action Plan, which
was approved by the Board of Supervisor at its June 21, 2005 meeting.

SUBJECT: APPROVE the amendment of the consulting services agreement with Finger Art &Design to
provide graphic design services to the Public Works Department and Contra Costa County Flood
Control and Water Conservation District, Countywide. (All Districts)

FISCAL IMPACT:
No impact on the General Fund.
REASONS FOR RECOMMENDATIONS AND BACKGROUND:
The Contra Costa County Watershed Program(CWP)has contracted with Finger Art&Design to provide graphic
design assistance for various projects, such as the CWP logo and the Watershed Calendar. The scope of services
allows for additional projects as needed,but the existing contract provides funding for only several specific projects.
The Public Works Department would now like to fund a project to update the design of its logo and website to more
accurately illustrate its mission to the public. The Contra Costa County Flood Control and Water Conservation
District(District)staff likewise wants to modernize the District logo and produce a design for a website.The CWP
also requires a web page design.Amending the payment limit and specifying these projects would allow them to be
completed in a cost-effective way within the existing scope of services.
CONSEQUENCES OF NEGATIVE ACTION:
The projects will not be done, and the Public Works Department may miss the opportunity to use the services of a
contractor who has proven to be both talented and cost-effective.If the County does not approve this amendment at
this time,then the Public Works Department may have to go through a costly contract process to find a new graphic
designer in the future.
