SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION RECOMMENDED ACTION* APPROVE and AUTHORIZE the Employment and Human Services Director, or designee, on behalf of the Workforce Development Board, to ACCEPT amendment to Title I Workforce Investment Act Subgrant R692470 from the State of California Employment Development Department(#29-210-1) increasing the revenue limit by$225,071 from$5,083,479 to a new revenue limit of$5,308,550 with no change in the grant period April 1, 2005 through June 30, 2007. FINANCIAL IMPACT: No County Costs. Unilateral grant increase of$225,071. Total of$5,308,550; 100%Federal Workforce Investment Act (WIA)of 1998 funding. BACKGROITND* The U.S. Department of Labor Workforce Investment Act (WIA) grant funding by formula to States for distribution to local Workforce Investment Boards to fund employment and employment-related services, including specific allocation for youth employment and occupational skills training. On March 7, 2000, the Board of Supervisors (Item C.157) authorized the County Five-Year WIA Plan for submission to the Governor in order to apply for the formula WIA funds. The County, through the Employment and Human Services Department (EHSD), serves as the fiduciary agent for these funds. This action will enable EHSD to accept the unilateral subgrant increase on behalf of the WDB in order to receive the additional Rapid Response funds under the overall Workforce Investment Act grant from the State. Rapid Response funding directly impacts Contra Costa County residents and business, outside the City of Richmond, affected by lay-offs by providing a wide range of educational, employment, occupational training and other supportive services. The City of Richmond receives it's own Workforce Investment Act grants.
