BOARD OF SUPERVISORS CONTRA FROM: Lori Gentles, Assistant County Administrator- Director of Human Resources ,., '' COSTA : DATE: January 10, 2006 f ''^ �� K� COUNTY SUBJECT: Adopt P300 #20016 X13 SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION RECOMMENDATION: ADOPT Position Adjustment Resolution No. 20016 adding one (1) Social Service Fiscal Compliance Accountant position, one (1) Account Clerk Supervisor position, and three (3) Accounting Technician positions in the Employment and Human Services Department as recommended by the Human Resources Director. ANNUAL & FISCAL IMPACT: Approval of these actions will result in an annual cost of $414,036, and $241,521 for FY 05/06. The Net County Cost for these actions is $67,584, and $39,424 for FY 05/06. State and federal funding will offset the cost along with the exchange of one temporary Accounting Technician position. BACKGROUND: The Department is requesting the addition of one (1) Social Service Fiscal Compliance Accountant position, one (1) Account Clerk Supervisor position, and three (3) Accounting Technician positions due to an evaluation of increases in the security and fiscal monitoring expectations in 2005/2006 and new sources of department specials program funding which warrant the additional fiscal staff requests. The S.S. Fiscal Compliance Accountant and two Accounting Technicians will restore the Internal Security/Fiscal Compliance Unit back to the level approved by the Board of Supervisors in 2000, before subsequent budget constraints eliminated these positions. One additional Accounting Technician will be assigned provide claim support to the SB163 Wraparound Program in the Fiscal Compliance Unit. One Account Clerk Supervisor will also be assigned to the Fiscal Compliance Unit and is needed to effectively manage staff as a result of the addition of three Account Clerks to an existing unit of five. • Human Resources Staff has reviewed the duties to be performed and determined that requested classifications are appropriate. CONSEQUENCE OF NEGATIVE ACTION: If this action is not approved, the Department will have insufficient fiscal staff to monitor internal security, develop and process fiscal claims for new money generated by Child Welfare grants and programs and inadequate supervisory staff to operate in a fiscally responsible manner.
