FISCAL IMPACT: The Health Services Department has estimated an annual cost for the Secretary Advanced Level position is $78,334.56. Cancellation of position #8138 will act as a partial offset, leaving the remaining balance of $17,946.2 as additional annual cost(difference from Clerk Experienced Level to Secretary Advanced), which will be paid through Budget Orgs-7406 at 90%and 7405 at 10%. The costing also includes benefits at 37.79% plus$7,500 health insurance. BACKGROUND: On May, 18, 2004, the Board of Supervisors approved a plan for an Emergency Medical Services (EMS) system design. Part of that plan included allocating funds to the Health Services, Emergency Medical Services Agency to provide additional staff for oversight and support of the new EMS system design. The department has determined that the duties assigned to the existing Clerk Experienced Level position are at the higher level of Secretary Advance Level. As a result, the department is requesting to cancel the vacant Clerk position and add a Secretary Advanced Level position. The added Secretary Advanced Level position will support the EMS Director and Assistant Director. The duties of the Secretary Advanced Level position include preparing reports, recommendations and other written materials by researching information, maintaining the manager's appointment calendar, ordering supplies and maintaining records of expenditures, representing the Emergency Medical Services Agency as a liaison with other Health Services Departments and outside agencies;, as well as being responsible for overall EMS office management and coordination,including supervision of a Clerk Senior Level. The funding for this position comes from the EMS redesign plan passed by the Board of Supervisors. CONSEQUENCE OF NEGATIVE ACTION: Should this request not be granted,the Emergency Medical Services Agency position will be misclassified as the duties assigned to the position are at the higher level and support the EMS Director and Assistant Director.
