SUBJECT: Approval of Contract with California Department of Forestryand Fire
Protection for Station Coverage
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
RECOMMENDATION:
APPROVE and AUTHORIZE the Fire Chief, East Contra Costa Fire Protection District, or his
designee, to execute a five-year contract with the California Department of Forestry and Fire
Protection to provide fire protection services in the Marsh Creek area for the period beginning
July 1, 2005 through June 30, 2010 in the amount of approximately $300,000 per year.
FINANCIAL IMPACT:
Approximate $600,000 annual savings versus District staffing Station 51.
BACKGROUND:
East Contra Costa Fire Protection District's Station 51, located at the Marsh Creek Detention
Facility, primarily served the Marsh Creek area, including the residentially populated Morgan
Territory Road area. This geographic area is also a "state response area", necessitating that
the California Department of Forestry and Fire Protection (CDF) operate a station during the
fire season in this area. The CDF station, a.k.a. Sunshine Station, is located on Marsh Creek
Road and approximately 1 mile closer to the more concentrated residential area off Morgan
Territory Road.

CDF offers a cooperative fire program, the "Amador Plan", wherein CDF will provide
comprehensive fire protection ,and other related emergency services, including protection of
life and property, in state responsibility areas where there are economic and social benefits to
"the people of the state." The Amador Plan offers 12 month fire protection service, including:
• 3-person crews (East Contra Costa currently provides 2-person crews)
Fire personnel trained to respond on a wide variety of incidents, such as:
o Structure fires
o Hazardous materials incidents
o Medical aid
o Vehicle and boating accidents
o Floods
o Evacuations
• Direct access to state resources such as:
o State Air Management Unit;
o Heavy equipment (bull-dozers, etc.),
o Handcrews
• Improve accessibility to government grants
CDF charges are primarily based on the cost of staffing their Sunshine Station during
the non-fire season. The State assumes the cost of operations during the fire season.
