BACKGROUND:
In May/June, 2005, the County Redevelopment Agency and the Pleasant Hill BART
Leasing Authority (a joint powers agency comprised of the County, the County
Redevelopment Agency and the Bay Area Rapid Transit District (BART) approved the
business aspects of the Transit Village Project on the BART property at the Pleasant Hill
Station. Among other things, these documents stipulate that the Redevelopment Agency
will act as a construction financer of the BART patron replacement parking garage, some
required core infrastructure (streets and utilities) and placemaking improvements (parks,
plazas, greens and civic uses).
The Redevelopment Agency does not issue the permits or directly oversee the
construction of these improvements. BART will oversee the garage and Public Works
and/or Building Inspection will oversee the other public improvements.
Nevertheless, the Redevelopment Agency will require its own independent inspection
services to assure that requests for payments are appropriate, to review the merits of
requested change orders and to provide technical advice in the event of disputes. A
request for qualification was employed to select Harris & Associates for this role. The
contract period of 3 '/2 years reflects the anticipated time for construction of the denoted
public improvements.
