SUBJECT: Approval of Contract#24-259-43 with Center for Human Development
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
RECOMMENDATION(S):
Approve and authorize the Health Services Director, or his designee (Haven Fearn) to execute on
behalf of the County, Contract #24-259-43 with Center for Human Development, a non-profit
corporation, in an amount not to exceed $366,000, to provide Substance Abuse Primary Prevention
Program services.for the period from July 1, 2005 through June 30, 2006.
FISCAL IMPACT:
This Contract is funded 100%by Federal Primary Prevention Funds.
CHILDREN'S IMPACT STATEMENT:
This prevention program supports the Board of Supervisors' "Families that are Safe, Stable, and
Nurturing" and "Communities that are Safe and Provide a High Quality of Life for Children and
Families" community outcomes by providing individual, group, and family counseling; substance
abuse education; rehabilitation support services; and substance abuse prevention services. Expected
outcomes include increased knowledge about the impact of addiction; decreased use of alcohol,*
tobacco and other drugs; increased use of community-based resources; and increased school and
community support for youth and parents in recovery.
BACKGROUND/REASON(S)FOR RECOMMENDATION(S):
This Contract meets the social needs of County's population in that it provides specialized substance
abuse prevention programs so that youth are provided an opportunity to prevent or recover from the
effects of alcohol or other drug use, become self sufficient, and return to their families as productive
individuals.
On July 20, 2004, the Board of Supervisors approved Contract #24-259-42 with Center for Human
Development for the period from July 1, 2004 through June 30, 2005, for the provision of substance
abuse primary prevention services.
Approval of Contract #24-259-,43 will allow the Contractor to continue providing services through
June 30,2006.

RECOMMENDATION(S):
Approve and authorize the Health Services Director, or his designee (Donna Wigand) to execute
on behalf of the County, Contract #74-143-8 with C.P.T., Inc., dba California Psychiatric
Transitions, a corporation, in an amount not to exceed $356,620, to provide residential care and
mental health services to Seriously Emotionally Disturbed adults for the period from July 1, 2005
through June 30, 2006.
FISCAL IMPACT:
This Contract is funded 100%by Mental Health Realignment.
BACKGROUND/REASON(S) FOR RECOMMENDATION(S):
This Contract meets the social needs of County's population in that it provides a multi-disciplinary
treatment program as an alternative to hospitalization for adults who need active psychiatric
treatment for County's mental health clients.
On July 20, 2004, the Board of Supervisors approved Contract #74-143-6 (as amended by Contract
Amendment Agreement #74-143-7) with C.P.T. Inc., dba California Psychiatric Transitions, for the
period from July 1, 2004 through June 30, 2005, to provide residential care and mental health
services, medication support, individual and group therapy services to County-referred adults at
Contractor's treatment facility.
Approval of Contract #74-143-8 will allow the Contractor to continue providing services through
June 3 0,2006.

BACKGROUND/REASON(S)FOR RECOMMENDATION(S):
On June 8, 2004, the Board of Supervisors approved Contract#24-931-7 with Ellen Danchik for the
period from July 1, 2004 through June 30, 2005, for the provision of consultation and technical
assistance to the Department with regard to housing for Mental Health clients who are
psychiatrically impaired, including assessing the need for independent living, supported
independent living, adult residential care, residential treatment, and other types and models of
housing resources in East Contra Costa County.
Approval of Contract #24-931-8 will allow the Contractor to continue providing services through
June 30,2006.

Preschool and Community Council for the period from July 1, 2004 through June 30, 2005, for
