SUBJECT: APPROVE and AUTHORIZE the Employment and Human Services Director, or designee,to
EXECUTE an amended contract with Jessica Macready(#21-143-3) for the Independent Living
Skills Program Speaker's Bureau services by increasing the contract payment limits from

APPROVE and AUTHORIZE the Employment and Human Services Director, or designee,to EXECUTE an
amended contract with Jessica Macready(#21-143-3) for the Independent Living Skills Program Speaker's
Bureau services by increasing the contract payment limits from$24,400 by$2,100 to new payment limits of

FINANCIAL,IMPACT:
No County Costs. The amendments will be funded through 100%Federal System of Care Grant funds.

Services under this contract directly support the fourth Community Outcome: "Families that are Safe Stable and
Nurturing.'
BACKGROUND:
The Independent Living Skills (ILSP) Speaker's Bureau provides voice to former foster youth with the goals of
improving foster care policy and practice and to participate in social worker and foster parent training. The
amendment requested is to cover unanticipated mileage and travel-related expenses in performing duties under
this Contract. The amendment requested will enable the Contractor, Jessica Macready, to continue to represent
the County and the remarkable work being done in the Independent Living Skills Program.

0) for Child Welfare Services Parent Partner services by increasing the contract payment limits
from. $313,200 by$2,100 to new payment limits of$33,300 for each contract with no change in
contract periods from March 15, 2005 through March 14,2006.

RECOMMENDED, ACTION:
APPROVE and AUTHORIZE the Employment and Human Services Director, or designee, to EXECUTE
amended contracts with Sayida Sandoval (#21-002-0) and Cheryl Barrett(#21-003-0) for Child Welfare

payment limits of$33,300 for each contract with no change in contract periods from March 15, 2005 through
March 14, 2006.

BACKGROUND:
The Employment and Human Services Department issued Request for Interest#244 in January 2005 to engage
up to three contractors to serve as Parent Partners on a full-time basis funded through US Department of Health
and Human Services System of Care Grant funding. Parent Partners will assist families with active Child
Welfare Services (CWS) cases by navigating the CWS system,providing mentoring, and providing referral
services. Sayida.Sandoval and Cheryl Barrett were selected through competitive procurement to fill the Parent
Pier positions. The amendments to these contracts result from unanticipated increases in travel and mileage
expenses and to the need to send the contractors to training.

behalf of the Workforce Development Board,to EXECUTE contract(#18-062-4)with the
Oakland Private Industry Council (OPIC)with a payment limit of up to $95,000 for East Bay
Works regional systems support services for the period July 1, 2005 through June 30,2006.

RECOMMENDED ACTION:
APPROVE and AUTHORIZE the Employment &Human Services Director, or designee, on behalf of the
Workforce Development Board, to EXECUTE contract(#18-062-4)with the Oakland Private Industry Council
(OPIC)with a payment limit of up to $95,000 for East Bay Works regional systems support services for the
period July 1, 2005 through June 30,2006.
FINANCIAL IMPACT:
$95,000: 100%Federal Workforce Investment Act funds.
CHILDREN'S IMPACT STATEMEN '
This action will directly support the third outcome, "Families that are Economically Self-Sufficient". Activities
under this contract will provide an avenue for job search and potential employment for participants.
BACKGROUND:
The Workforce Development Board of Contra Costa(V*IDB) is a member of EastBay Works, Inc. (EBW), a
consortium of four(4)Bay Area Workforce Investment Areas which include: Contra Costa County, Alameda
County and the cities of Oakland and Richmond. EBW was created to assist in the implementation and
coordination of a regional system of one-stop career centers encompassing a distinct labor market area in
Alameda and Contra Costa counties.
In Spring 2001, WDB approved the selection of OPIC to serve as fiscal agent and administrator for Contra
Costa's portion of the EBW. As fiscal agent, ODIC is responsible for processing payments and ensuring that
Contra Costa's share of regional grants are managed and implemented accordingly. In addition, ODIC also
provides support to the operations of the WDB's Cane-Stop Career Centers. This Board Order will authorize
EHSD, on behalf of WDB,to continue services provided by ODIC under this contract.

RECOMMENDATION(S :
Approve and authorize the Health Services Director, or his designee (Donna Wigand) to execute on
behalf of the County, Contract Amendment Agreement #74-240-1 with Utah Youth Village (dba
Alpine Academy), a non-profit corporation, effective April 18, 2005, to amend Contract#74-240-1
to increase the Contract payment limit by $8,000, from $34,209 to a new total of$42,209 with no
change in the original term for the period from July 27,2004 through June 30, 2005 and no change in
the six-month automatic extension through December 31,2005.
FISCAL IMPACT:
This Amendment is funded 100%by IDEA/SB 90 Funds. No County Funds required.
BACKGROUND/REASON(S)FOR RECOMMENDATION(SI:
On December 14,, 2004, the Board of Supervisors approved Contract #74-240 with Utah Youth
Village (dba Alpine Academy) for the provision of AB 3632 required intensive day treatment and
mental health services for mentally or emotionally disturbed children, for the period from July 27,
2004 through June 30, 2005.
Approval of Contract Amendment Agreement #74-240-1 will allow the Contractor to provide
services to an additional emotionally disturbed child,through June 30,2005.

On February 24, 2004, the Board of Supervisors approved Contract #76-521 with Nanda K. Sinha,
M.D., for the period from March 15, 2004 through March 31, 2006, to provide orthopedic surgery
services for patients at Contra Costa Regional Medical Center including, but not. limited to, clinical
coverage and consultation.
Approval of Contract Amendment Agreement#76-521-1 will allow the Contractor to provide additional
responsibilities as the Orthopedic Division Chief,through March 31, 2006.
