SPECIFIC REQUEST(S)OR RECOMMENDATIONS)&BACKGROUND AND JUSTIFICATION RECOMMENDED ACTION: APPROVE and AUTHORIZE the Employment and Human Services Director, or designee, to EXECUTE a contract with the Contra Costa Community College District(#21-261-14) in the amount of$64,000 for Foster Pride/Adopt Pride training, for the period from July 1, 2005 through June 30, 2006. FINANCIAL, IMPACT: $64,000 Foster Parent Training/Recruitment funding: No County Cost; 25% State(AB 2129); 75%Federal (Title IV E.). CHIL,DREVS IMPACT STATEMENT: Foster Pride/Adopt Pride training supports three of Contra Costa County's community outcomes: "Children and Youth Healthy and Preparing for Productive Adulthood"; "Families that are Safe, Stable and Nurturing"; and "Communities that are Safe and Provide a High Quality of Life for Children and Families." Through enhanced education and training, foster and adoptive parents can provide better care to children. The training improves foster and adoptive parents skills and helps children cope with past abuse and neglect and understand the reasons for out-of-home-placement. BACKGROUND: This Board Order will authorize the Employment and Human Services Department(EHSD)to contract with Contra Costa Community College (CCCC)to provide coordination services for the Foster Pride/Adopt Pride Training Project for FY 2005-06. This training program offers pre-service training to provide foster caregivers with the skills and understanding needed for sustaining productive and nurturing relationships with foster children. Potential foster parents and relative caregivers learn techniques to improve parenting,behavior management and child education to better serve the needs of children under County care. BACKGROUND: Mr. Joel Flamand provides transportation and operational services for Rides to Success Demand-Response Bus Service (RTS) and the Children's Transportation Project(CTP). RTS is designed to assist CaIWORKS participants by providing same-day employment related transportation. CTP is a door-to-door transportation service for the children, infant to high school aged, of CalWORKS participants. Mr. Flamand also coordinates the CalWORKS Auto Loan Program which helps CalWORKS participants obtain an automobile loan. These services support CalWORKS participants in their efforts to be self-sufficient and remain gainfully employed. Mr. Flamand was selected from a competitive procurement, Request for Interest I} #145. RACKGROITND: Community Violence Solutions in collaboration with the Employment and Human Services Department (EHSD),the District Attorney's Office, the Sheriff s Department, and local Law Enforcement Agencies (LEA) operates the multidisciplinary Children's Interview Center(CIC). CIC provides forensic interviews and/or forensic exams to child victims of sexual abuse. BACKGROUND: InTelegy was selected through the competitive bidding process and a contract was signed to provide consulting, project management, and training services for a state-of-the-art Medi-Cal Call Center. The coordination and integration of current county systems necessitated increased funding to accommodate enhanced project management, enhanced program and systems design, and expanded training on process and procedures. BACKGROUND: Desmond McLeish was selected after a competitive bid process (RFI#225)to assist the Workforce Development Board(WDB) and its staff in the development and implementation of a public relations campaign. The goal of the campaign is to increase market awareness of the WDB, its mission, and efforts. Contractor provides expertise in the following areas: newsletter design and editing; brochure development; website marketing and enhancements; and media relationship-building, including development of press releases, creating event publicity, and securing speaking engagements. Services will be expanded to include development of training for the Speakers Bureau and WDB staff for media use and management to include, development of opinion pieces regarding workforce issues for publication in local and regional newspapers,business journals and trade publications. Desmond McLeish will develop an expanded media plan to outreach to youth and market the Contra Costa Small Business Development Center in relation to ongoing WDB initiatives.
