FTSC:AI,IMPACT; Acceptance of this Award will result in $8,956 of funding from the GFWC Women's Club of Antioch for the Bay Point Promotora Dental and Health Education Projects. No County funds required. BACKGROUND/REASON(S) FOR RE COMMF.NDATION(�1; In 2003-2004, the Public Health Dental staff conducted screenings of approximately 1,500 children in the Contra Costa Elementary Schools, 25% of the 15,000 children screened had visible dental disease. The goal of the project is to increase knowledge and improve dental hygiene practices as well as educate low-income Spanish spearing Contra Costa families about dental and health resources. Acceptance of these funds will provide at least 100 Fremont Elementary School parents with health education sessions with regard to dental health,nutrition, diabetes and asthma and organize a school health fair for Fall 2005. Three sealed/certified copies of the Board Order should be returned to the Contracts and Grants Unit for submission to the GFWC Women's Club of Antioch. These services assist inmates in maintaining ties to the community while incarcerated and to reintegrate upon release from custody. BACKGROUND: Ms. Leary provides assistance to the Inmate Industries Supervisor and graphics art instruction to selected inmates participating in the sign making/engraving program. This program provides inmates with training and experience in modern technological methods of sign making and engraving, developing skills that can prepare there for employment upon their release. In addition, the program Offers signs and other products to County and other non-profit organizations at a competitive price. BACKGROUND: The County has contracted with the Contra Costa County Office of Education since 1985 to provide educational services at the adult detention facilities. These services provide inmates with educational and vocational training to include: basic literacy, GED preparation, substance abuse prevention, computer skills, flood control, landscaping and woodworking. IV. CONSEQUENCE OF NEGATIVE ACTION: This opportunity to prepare inmates to become contributing members to society upon their release would be lost. REASON FOR RECOMMENDATION AND BACKGROUND: May 13, 2003,'the Board of Supervisors approved the project plan and fimding necessary to upgrade the existing Public Safety Radio System so it has the interim capacity necessary to support all the Public Safety Agencies until a new state-of-the-art radio system serving the County and other public agencies in the County can be designed, financed and implemented. Clarian was selected to assist the County with this project because of their broad telecommunications background and their in-depth knowledge of the County's Public Safety Radio System. IV, CONSEQUENCES OF NEGATIVE ACTION: If this request is not approved this upgrade would be delayed and the services provided to the public safety agencies will be impacted.
